The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include Service-Disabled Veteran-Owned, Veteran-Owned, HUBZone, and Women-Owned small business concerns.



The proposed North American Industry Classification System (NAICS) Code for this procurement is 532120 trucks, utility trailers, or RVs (recreational vehicles) rental and leasing with a corresponding business size of $38.5 million.



The size of your business with regard to North American Industry Classification System (NAICS) code 532120 per the standard described in Federal Acquisition Regulation (FAR) Part 19.102 (FAR available at http://farsite.hill.af.mil).



Work Requirements:

Naval Facilities Engineering Command Marianas is seeking to lease various trailers, side loaders and forklifts (diesel and electric type) to be operated by qualified Federal Government Civil Service personnel.  The requirement is to provide all labor, management, supervision, tools, material, and equipment required for the delivery of the leased industrial type heavy equipment at Naval Base Guam Sites, Piers and Wharves, Navy Support Activities Andersen (NSAA)/Andersen Air Force Base (AAFB), and Camp Blaz Marine Corps Base on the island of Guam. All equipment are required to be on island for the lease to commence on 15 July 2020 for a base period of twelve months through to 14 July 2021 to include two (2) 12-month option periods, not to exceed the maximum leased period of thirty-six (36) months.



Specific requirements for a transportation program consisting of lease of equipment, equipment maintenance and repairs, equipment operations to include dispatch, Material Handling Equipment (MHE), Ordnance Handling Equipment (OHE), liquid movements, operator licensing and training, inspection and certification, and specified administrative program management. Please see attachment (Heavy Equipment Listing) for specifics.


This sources sought is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought and request for information does not commit the Government to contract for any supply or service whatsoever. The government is not at this time seeking proposals and will not accept unsolicited proposals.


Instructions for Interested Parties:

All interested sources, please complete and return the attached Market Research Questionnaire. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. All information provided will be kept confidential and will not be disseminated to the public. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to the information submitted.

At a minimum, please address the following in the Market Research Questionnaire:

•A)   COMPANY PROFILE to include all of the following: (1) Company name, address, website address, telephone number, and size and type of ownership for the organization; (2) Company point of contact (including title, telephone and fax numbers and email address); (3) DUNS Number and CAGE code; (4) Size Standard; (5) NAICS information; (6) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.  If significant subcontracting or teaming is anticipated in order to deliver technical capability, organization should address the administrative and management structure of such arrangements.

•B)   RELEVANT EXPERIENCE: Provide a minimum of two (2) projects or up to a maximum of five (5) projects. Please list contracts that your firm is currently performing, as well as those you have completed within the last five years. Submitted projects should demonstrate experience performing similar type lease and maintenance work (size and scope).

Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Interested parties should respond by 4:00 P.M., Chamorro Standard Time (ChSt) on 22 October 2019. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE.

In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to host an information exchange meeting to discuss this RFI with interested potential respondents.
