1.  NOTICE:  This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

 

The information provided is for the Air Force's market research and is given understanding the AF has no obligation to pay for the information.  The information may be used in developing a request for proposals (RFP) but does not obligate the AF to issue an RFP or contract.  Any proprietary information submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked.


 


1.1  The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.  The proposed North American Industry Classification Systems (NAICS) Code is 333318 which has a corresponding Size standard of 1,000 employees.  The Government will use this information to determine the best acquisition strategy for this procurement.  The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.  The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.  Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.  Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 


2.  Program Details:


The purpose of this project is to provide all services required to lease and perform maintenance and repair services for floor scrubbers, located at 309 AMXG, Hill AFB, UT.  The Contractor shall provide, but not limited to, all floor scrubbers, operator manuals labor, tools, equipment, test equipment, material, parts, quality control, transportation, inspection manuals, personal protective equipment and clothing including reflective clothing (belt, vest, etc), hearing and eye protection including prescription safety glasses, lifting equipment and any incidentals necessary to lease, maintain, repair, and service all floor scrubbers.  The Contractor must be able to accept payments via Government Purchase Card (GPC).

The results and capability responses to this announcement will help guide us to the most appropriate contract vehicle.

3. Response

               3.1 Responses should address the following questions:

•1.      Is the maintenance plan included in the lease price or is the maintenance plan priced separately?


 

•2.      For the initial schedule of the PMI will your company be able to not have all the PMIs due at one time?


 

•3.      How many PMI schedules does your maintenance plan have?


 

•4.      Does your company accept Government Purchase Cards?


 

•5.      Will your company be able to respond within one business day to repair a malfunctioning floor scrubber?


 

•6.      Will your company be able to supply floor scrubbers with the specification in Appendix D?


 

•7.      Is there anything in the Statement of Work that would exclude your company from competing on this contract?


 

•8.      Does your company have any questions concerning the requirements within the Statement of Work?


 

•9.      Can your company supply all the floor scrubbers as soon as the contract is awarded?  If not, how long would it take your company to supply all the floor scrubbers?


 

•10.   Is there a different NAICS code that you would recommend for this effort?


 

•11.   What parts are normal changed for the walk-behind and riding floor scrubbers during PMIs?

 

3.2 The response should also include the following business information in addition to the capability statements and responses to questions above:

1) Sources Sought Number

2) DUNS Number

3) Company Name

4) Company Address

5) Company Points of Contact, Phone, FAX, and Email Address. POC's should include individual(s) who is(are) duly authorized in managing any/all technical issues and/or questions, and individual(s) who is(are) authorized in managing any/all contractual issues and/or questions.

6) Type of Company (i.e. small business, large business, educational institution, etc.)


The final date to submit responses for this Sources Sought is 28 February 2017.
