Pursuant to Federal Acquisition Regulation (FAR) Part 10, the Department of Defense Education Activity (DoDEA) Procurement Office is currently conducting market research to identify companies capable of providing lease buses/minibuses and adjunct safety equipment for daily commute and special education bus transportation services in the South District, Ankara Military Community in Turkey.

Prospective contractor (s) shall provide vehicles (without drivers) that are equal to Host Nation school bus standards in the following passenger carrying capacity:

Approximately Four 17-passenger minibuses
Approximately Six 23-passenger buses
Approximately Three 27-passenger buses


The period of performance of services will begin 1 August 2018, with 4-12 months option periods.


This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ), and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from contractors' responses to this RFI.


As a note, due to an established economic agreement between the United States Government and the Government of Turkey, DoDEA intends to solicit Turkish vendors for any requirements within the country of Turkey as required by the Defense and Economic Cooperation Agreement, Supplementary Agreement 3, Article VI. If DoDEA is not able to solicit and make any pursuant award to a vendor within the country of Turkey, DoDEA reserves the right to solicit and make an award to a business concern outside Turkey.


If your firm is interested, capable and qualified to provide these services, please submit written information supporting this capability. Capability statements shall consist of no more than 5 pages and include a cover page with the company's name, business mailing address, point of contact, telephone number, Duns & Bradstreet Number (DUNS), and Commercial And Government Entity/NATO Code (CAGE/NCAGE).


Submissions and inquiries must be sent electronically to Marcia.lee@hq.dodea.edu not later than 16:00 pm Eastern Standard Time (EST) on 1 March 2018. Vendor's e-mail message shall state "HE1254-18-R-ANKARA" in the subject line. Telephone calls regarding this RFI will not be accepted.


For the purpose of this acquisition, the North American Industrial Classification System (NAICS) code is 532120, size standard $38.5M.


Please note, only businesses with an active registration in the System for Award Management (SAM) database will be eligible to receive contracts with the Department of Defense Education Activity.
