U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP):

North: The Point of Beginning (POB) is the intersection of Redland Road and Rockville Pike (MD 355). From the POB, proceed east on Redland Road until its intersection with Crabbs Branch Way.  Proceed south on Crabbs Branch Way until its intersection with E Gude Drive.  Continue south on E Gude Drive until its intersection with Norbeck Road.  Proceed southwest on Norbeck Road becoming First Street until its intersection with Veirs Mill Road.  Continue on Veirs Mills Road until its intersection with Randolph Road. Proceed east on Randolph Road until its intersection with Georgia Avenue (MD 97). Continue north on Georgia Avenue until its intersection with Layhill Road (MD 182). Proceed north on Layhill Road until its intersection with the Intercounty Connector (MD 200). Proceed east on the Intercounty Connector until its intersection with Columbia Pike (US 29). Proceed north on Columbia Pike until its intersection with Sandy Spring Road (MD 198). Continue on Sandy Spring Road as it turns into Talbot Avenue and then Fort Meade Road. Proceed east on Fort Meade Road until its intersection with Laurel Bowie Road (MD 197).

East: From the intersection of Fort Meade Road and Laurel Bowie Road, proceed south on Laurel Bowie Road until its intersection with Interstate 295. Proceed south on I-295 until its intersection with Riverdale Road  (MD 410).

South: From the intersection of Riverdale Road and I-295 proceed west on MD 410 (East West Highway, Ethan Allen Avenue, Philadelphia Avenue, and Burlington Avenue) until its intersection with 16th Street (MD 390).  Proceed north on 16th Street until its intersection with Georgia Avenue. Proceed north on Georgia Avenue until its intersection Interstate 495. Proceed west on I-495 until its intersection with the Interstate 270 Spur.

West: From the intersection of I-495 and I-270 Spur, proceed north on I-270 until its intersection with the eastern-bound leg of I-270. Proceed east on I-270 until its intersection with Old Georgetown Road (MD 187). Proceed north on Old Georgetown Road until its intersection with Tilden Lane. Proceed west on Tilden Lane until its intersection with Old Stage Road. Proceed north on Old Stage Road until its intersection with Tildenwood Drive. Proceed north on Tildenwood Drive until its intersection with Montrose Road. Proceed east on Montrose Road until its intersection with E. Jefferson Street. Proceed north on E. Jefferson Street until its intersection with Congressional Lane. Proceed east on Congressional Lane until its intersection with Rockville Pike. ·         Must have approximately 12,000 square feet of space that has floor load capability to house high density files.

·         Space must be located on the ground floor/street level or above

HOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 19-REG11.  In addition, the Government will use its AAAP to satisfy the above space requirement. 

 

Interested parties must go to the AAAP website, select the “Register to Offer Space” link and follow the instructions to register.  Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”.

 

The Open Period is the 1st through the 7th of each month, ending at 11:59 p.m. EST. Refer to AAAP RLP paragraph 3.02.A for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement.  Offers cannot be submitted during the Closed Period (8th through the end of each month) and will not be considered for projects executed during that time period.

Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this FBO advertisement and in the RLP requirements package found on the AAAP website.  During an Open Period, offerors will be permitted to submit new offers or modify existing offers.  Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period.

 

The offered space must comply with the requirements in this FBO advertisement and RLP 19-REG11 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease.  The Lease and all documents that constitute the Lease package can be found at https://aaap.gsa.gov.

 

* If you have previously submitted an offer in FY 2018, the AAAP application has a copy feature which will allow existing offers to be copied over to the FY 2019 RLP in order to avoid having to re-enter all of the data manually. Please be sure to review FY19 AAAP RLP Package and each page within the AAAP Application prior to submitting your offer as some of the questions have changed. You must re-enter your space and rates on the ‘Space and Rates’ tab in the AAAP. Your previous offered space will not be copied.
