U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP):

Beginning on Pearl Street in Burlington, VT, head west across Battery Park to Lake Street, head south to Main Street then right on Pine Street continuing south down Pine Street to Queen City Park Road east to Shelburne Road then north to Interstate 189 then heading east and continuing to Interstate 89. Heading East on Interstate 89 then heading north on Hwy 116, then right on to Tilley Drive east to Community Drive heading north and crossing Kimball Ave to Gregory Drive, continuing to Route 2. Then head north west along Route 2 to Interstate 89 and then heading north on Interstate 89 to Route 2 and turning right on Route 2 west onto Rathe Road which becomes Mountain View Drive and heading back south along Mountain View Drive back to Route 2, turn right to head south on Route 2 to Whitcomb Street. Then on Whitcomb Street continuing east to North Street, Across Cedar Street and continuing due east to the Winooski River, then continuing south along the Winooski River to Colchester Ave then south on Colchester Ave and continuing along becomes Pearl Street back to the point of beginning.

Agency Unique Requirements:


1.  At a minimum, this project shall obtain LEED - Certification for Commercial Interiors (LEED-CI) for existing buildings or LEED - Silver Certification for New Construction (LEED-NC) for new buildings. The successful Lessor shall obtain certification from the U.S. Green Building Council (USGBC) within nine (9) months of project occupancy. The offeror shall obtain the LEED Certification of the leased Space; at minimum, it must be Interior Design and Construction (ID+C).


2. Public Transportation: Two or more public bus
lines usable by tenant occupants and their
customers shall be located within the immediate
vicinity of the building, but generally not
exceeding a walkable ¼ mile, as determined by
the LCO. Bus stops to occur on a regular,
frequent basis (schedule required to be
provided). It must show location and stops.
Reserved parking spaces must be secure and
well lit.


3. A loading area with double doors or an overhead
door must be available in the building in which
the space is offered for the handling of pallet
sized loads. The loading area is not required to
be above-grade.


4. The public entrance to the building must be
located more than 300 walkable feet to schools
(K-12).


5. 3 reserved surface parking spaces provided on-site


6. 33 additional parking spaces must be commercially available onsite or within ¼ walking distance.

HOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 19-REG01. In addition, the Government will use its AAAP to satisfy the above space requirement.


Interested parties must go to the AAAP website, select the "Register to Offer Space" link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the "HELP" tab on the AAAP website. Once registered, interested parties may enter offers during any "Open Period".


The Open Period is the 1st through the 7th of each month, ending at 11:59 p.m. EST. Refer to AAAP RLP paragraph 3.02.A for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement. Offers cannot be submitted during the Closed Period (7th through the end of each month) and will not be considered for projects executed during that time period.

Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this FBO advertisement and in the RLP requirements package found on the AAAP website. During an Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period.


The offered space must comply with the requirements in this FBO advertisement and RLP 19-REG01 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease. The Lease and all documents that constitute the Lease package can be found at https://aaap.gsa.gov.


* If you have previously submitted an offer in FY 2018, the AAAP application has a copy feature which will allow existing offers to be copied over to the FY 2019 RLP in order to avoid having to re-enter all of the data manually. Please be sure to review FY19 AAAP RLP Package and each page within the AAAP Application prior to submitting your offer as some of the questions have changed. You must re-enter your space and rates on the ‘Space and Rates' tab in the AAAP. Your previous offered space will not be copied.
