The USDA, Agricultural Research Service (ARS), U.S. Meat Animal Research Center (USMARC) requires a 1 year lease for self propelled forage harvester, New Claas 940 or similar (larger machine can be considered). Standard manufacture with the following options: 2 or 4 wheel drive, removable corn cracker and liquid innoculant application system, anticipated annual use of 300 hours. Consideration can be made for slightly used, low hour machine. Seasonal lease for row independent corn header to be mounted on forage harvester, Orbis 600 or similar, 20 ft (8-30" rows), anticipated annual use of 100 to 120 hours, would consider slightly used. Seasonal lease for pickup head for attachment to forage harvester, New Claas PU380 or similar, 12.5 ft working width, anticipated use of 60 to 80 hours, would consider slightly used. Price per hour for engine hours over anticipated annual use (300 hours) for forage harvester. To minimize hours on harvester, unit may be rotated as desired by vendor. Rotation of unit with a newer unit will be allowed as long as unit rotation does not interfere with harvest operations and does not change agreement dollars. Please provide descriptive literature of the product being offered.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 (current as of FAC 2001-24), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotations are being requested and a written solicitation will not be issued. The NAICS is 333111. The Solicitation number AG6538S170060 is issued as a Request for Quotation (RFQ). The description of items and clauses incorporated in this synopsis/solicitation are applicable to this procurement and will be incorporated into any resultant purchase order.

52.211-6 -- Brand Name or Equal (1999)
(a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation.
(b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by-
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.
(c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.


SAM: Vendor must be registered in the System for Award Management prior to the award of the contract. You may register by going to www.sam.gov. You will need to your Tax ID, Duns Number, Bradstreet number and banking information.


PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Please note on your proposal if you will accept a government purchase (VISA) card.


This is a Buy Best Value acquisition. The Government will award a Purchase Order resulting from this Request for Quotes to the responsible offeror whose quote is conforming to the solicitation and represents the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

EVALUATION FACTORS FOR AWARD
1. Past Performance -
Quotes will be evaluated based on the offeror's past performance as provided by the offeror's references.
2. Product Quality-
The Government will evaluate the product quality of the offeror's product
3. Price-
The quoted price is fair and reasonable.

NOTE:
All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Factors and sub-factors are prioritized in the following order of importance (i.e. most important first, least important last) for award evaluation 2, 1, 3.
The Government will evaluate quotes for award purposes, considering the evaluation factors above, and will award to that offeror whose proposal represents the best value to the Government.

All sources wishing to provide a quotation must respond by 2:00 PM, July 31, 2017. Faxed or emailed responses are acceptable. All responses will be evaluated to determine the company's capability to meet the above requirements. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation
