Sources Sought Notice

1. General: This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the supply and laundering of ARC FLASH garments for The Dalles Project, Cascade Locks Oregon. NO SOLICITATION IS CURRENTLY AVAILABLE. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities, www.fbo.gov, at a later date.


The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the industry, to include the Small Business Community. Small Businesses, Small Disadvantaged Businesses (including 8(a) firms), Historically Underutilized Business Zone (HUBZone) Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB) (including Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)) are highly encouraged to respond.

2. Contract Information: CENWP expects to solicit a contract for either the lease & laundering of ARC FLASH garments or for the purchase and laundering, or just laundering. The proposed requirement will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to support and make acquisition strategy decisions, including, if appropriate, a small business set-aside decision.


3. Project Description: Our current ‘model' calls for the lease & laundering of fire retardant/arc flash garments with a hazard rating category (HRC) of 2, and no less than 8 cal/cm2 protection, for a total of up to 60 employees. The employee count represents a combination of both male and female, gender specific, sized garments. Under this arrangement, the contractor would provide for the measurement, delivery, pick-up, cleaning, and repair or immediate replacement of leased garments. In addition, servicing includes placement, lease and pick up of a dirty clothing hamper, sufficient in size for the weekly number of rented garments with lockers or racks per employee. The contractor is also responsible for accountability of garments.


In contrast to the above model, this Sources Sought seeks to explore alternative approaches that may satisfy the District's overall requirements need. In this effort, we are asking for Industry's input in terms of standard or non-standard practices, cost effective models, be it by purchasing the garments independently, and having a laundering only contract or through a combination of approaches. The Pros/Cons of the approach proposed should outline a general industry pricing structure, benefits to the proposed alternate procurement strategy, proposed cost savings (if any), and any other commercial industry benefits to this alternate procurement method.


The Government is also seeking input towards a procurement strategy of either one year or a multi-year contract not to exceed a base plus two (2) optional years.

4. Contractor Qualifications: CENWP seeks information from contractors regarding their experience in either the lease or sale of ARC FLASH garments and or in the laundering and delivery of those garments. Laundry of garments shall adhere with the manufacturers' instructions and in accordance with NFP A 70E and ASTM F 1506.


5. Submission Instructions: Responses to this Sources Sought Notice must be submitted electronically (via email) SUBJECT: W9127N18Q0013 Lease & Laundering of ARC FLASH garments for The Dalles Project, Cascade Locks Oregon. 2. Please send to Robbie Newland, Contract Specialist, at Robbie.R.Newland@usace.army.mil in either Microsoft Word or Adobe Portable Document Format by 4:00 pm Pacific Daylight Time Friday, Jan 19, 2018. An acknowledgement will be sent to verify receipt.


A response to this Sources Sought Notice shall be limited to ten (10) pages and shall include the following information:


a. The company's name, address, point of contact, phone number, email address, CAGE and DUNS number, and the Construction Bonding Level per contract.


b. The company's small business category (i.e., Small Business, Small Disadvantaged, 8(a) firm, Historically Underutilized Business Zone (HUBZone), Woman Owned Small Business(WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB)) and business size.


c. Relevant information on the company's experience and capabilities as it pertains to the proposed work outlined in the Project Description and the elements found in Paragraph 4.



d. Information regarding a minimum of one project similar in size, scope, and complexity to this project, including a brief description of the project, customer name, timeliness of performance, contract number, customer satisfaction, and the dollar value. The Government may verify information in CPARS or PPIRS.


6. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.


All interested companies must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
