This is a Sources Sought Notice to obtain market research information from sources capable of satisfying requirements identified herein. Responses from all industry sources are welcome. This market research is for informational purposes only and should not be construed as a commitment of any kind. Responses to this notice cannot be accepted by the Marine Corps to form a contract. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information. Responses are requested by 28 February 2017.
OVERVIEW/BACKGROUND:
Marine Corps Systems Command (MCSC) is seeking information from sources that are interested in providing a Learning Management System (LMS) for the Marine Corps University (MCU) including the Professional Military Education (PME) Programs of its colleges, schools, and centers. The MCU mission is to develop, deliver, and evaluate PME and training through resident and distance learning programs in order to prepare leaders to meet the cultural, ethical, and operational challenges of a complex security environment and to preserve, promote, and present the history and heritage of the Marine Corps.
The College of Distance Education and Training (CDET), the largest user of the LMS, has the responsibility to develop and deliver career/service level and intermediate/joint level PME to eligible Marines. The CDET accomplishes its Officer PME mission by delivering the Command & Staff College Distance Education Program (CSCDEP) and the Expeditionary Warfare School Distance Education Program (EWSDEP) through online or onsite instructor-led seminars. Over 80% of Marine Officers (Chief Warrant Officer - Major) complete their PME requirements via CDET PME Programs. CSCDEP and EWSDEP students currently utilize the Blackboard Learning Management System in support of both onsite and online seminars.
To facilitate consistency in delivery and to ensure quality of instruction, CDET has established eight regional campuses/offices, each managed by a Government Regional Director (RD). It is the responsibility of each RD to manage their office and provide educational support to the students in their region. The regional offices/campuses are at the following locations: Camp Lejeune, NC; Camp Pendleton, CA; Quantico, VA; Miramar, CA; Pensacola, FL; Dallas/Ft Worth, TX; Kaneohe Bay, HI and Okinawa, Japan.
CDET is also responsible for the design, development and delivery of Marine Corps enlisted PME Programs. This includes electronic Interactive Multimedia Instruction (IMI) courses that provide the full or partial PME requirements for enlisted leaders (Lance Corporal - Gunnery Sergeant). Enlisted PME courses include: Leading Marines for Lance Corporals, Corporal's Course, Sergeant's Course, Staff NCO (SNCO) Career course for Staff Sergeants and the SNCO Advanced Course for Gunnery Sergeants. Electronic IMI courses are developed by CDET and delivered via the CDET managed Marine distance learning network (MarineNet). SNCO Career Course online and on-site instructor-led seminars (similar to the officer seminars) are delivered at the regional campuses.
MCU requires support for synchronous and asynchronous delivery of its PME programs in the form of a LMS. This requirement has been previously fulfilled by Blackboard.
•· The LMS must include:
•o Production environment for course delivery for up to 15,000 users
•o Managed Hosting for up to 15,000 users
•o Community engagement for up to 15,000 users
•o Approximately 900 courses
•o A Hosted Test environment
•o A Hosted stage environment
•o 1.3 Terabytes of additional storage
•o Up to 21 TB of Bandwidth
•o Collaboration tools to support synchronous learning through web conference for up to 5,000 users
•o The system must support mobile access for users
•o The system must have assessment, grade book, anti-plagiarism detection, assignment submission, announcement, user grouping, and file sharing functionality
•o 24/7 availability
Additionally, the system must support the use of Shareable Content Object Reference Model (SCORM) and The Experience API (XAPI) courseware per DODI 1322.26.
As this requirement meets the definition of cloud computing pursuant to Defense Federal Acquisition Regulations Supplement (DFARS) 239.7601, it is expected that any Cloud Service Provider (CSP) providing a managed hosting environment and LMS be Federal Risk and Authorization Management Program (FEDRAMP) certified at the time of award (est. August 2017). If FEDRAMP certification is not anticipated at the time of award, CSPs must provide documentation that they meet all security standards and requirements established in the Department of Defense (DoD) Cloud Computing Security Requirements Guide (CCSRG) and are listed in the DoD cloud service catalog. Information regarding DoD cloud computing can be found on the Defense Information Systems Agency (DISA) website at, http://www.disa.mil/Computing/Cloud-Services.
In addition, a new LMS will require the files of 15,000 users and approximately 900 courses to be converted from the current LMS. Additionally, approximately 300 faculty members (including adjunct faculty) will need training to use the new LMS.
REQUESTED INFORMATION:
Parties interested in providing information in response to this notice are invited to provide the following information to assist the Government with its market survey:
•· Introductory Statement that includes at least the following
•o Organization Name, Address and Point of Contact information.
•o DUNS and CAGE Code.
•o Business size and type (i.e., large, small, foreign, small disadvantaged, veteran owned, minority owned, etc.). Please include your company's business size based on the NAICS code below.
•· At a minimum please address:
•o Statement of capabilities addressing the Government's LMS requirement with the specifications listed above.
•o Experience in delivering a system with similar specifications to other customers including if you are working with any other DOD or other Government entity.
•o A statement regarding the ability to meet each of the requirements above, including but not limited to, SCORM, XAPI, and FEDRAMP or DoD CCSRG
by the expected award date (est. August 2017).
•o A statement confirming the existence of the prospective LMS on the General Services Administration (GSA) Schedule or any other Government wide Acquisition Contract (GWAC).
•o A statement as to if the proposed solution LMS is a commercially available item and any standard commercial or government licenses/packages offered.
Partial solutions should not be submitted. Interested parties are requested to provide capability summaries supported by brochures, prior experience references for this type of effort, and other literature directly addressing their ability to meet the aforementioned requirement.
OTHER INFORMATION:
The North American Industry Classification System (NAICS) code for this effort is 511210, Software Publishers. The Small Business size standard is $38,500,000. The Government is seeking responses from both Large and Small Businesses for this RFI.
Responses should be no greater-than 5MB (due to USMC network limitations) and are requested not to exceed ten printed pages (excluding brochures, specification sheets, etc.) that are not larger than 8 ½" x 11" for each page. Responses must be readable in Microsoft Office 2010 and/or Adobe Reader Professional 8.
