Synopsis:

 


NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned. The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice.


1. Purpose:


The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 611430 Professional and Management Development Training with a corresponding size standard of $11,000,000. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.


2. Program Details:


This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing services for Hill Air Force Base (HAFB). The Ogden Air Logistics Complex (OO-ALC) is seeking potential sources to provide a Lean Maintenance, Repair, and Overhaul Training (LEAN MRO) for five (5) consecutive business days. The contractor shall provide all personnel and training materials to Ogden Air Logistics Complex (OO-ALC), Hill AFB, Utah (HAFB) with maximum of 25 participants per class, estimated 4-6 classes per year over a 5 year period. Contractor shall provide LEAN MRO training onsite at Hill AFB UT. Please reference the attached draft Performance Work Statement for specific training requirements.


Responses to this sources sought synopsis should include the following business information in addition to the capability statements:


1) Sources Sought Number


2) Company Name


3) DUNS Number or Cage number and is it active in the System for Award Management (SAM) database to be eligible for award.


4) Company Address


5) Company Points of Contact, Phone, FAX, and Email Address. POC's should include individual(s) who is(are) duly authorized in managing any/all technical issues and/or questions, and individual(s) who is(are) authorized in managing any/all contractual issues and/or questions.


6) Business size (i.e. small business, large business)


7) Provide a brief description, no more than 12 pages in total, of your company's past experience on previous projects similar in complexity to this requirement and provide responses to the following questions about your companies capability:


a) Does your company currently have a Lean course similar to this requirement that provides an emphasis on Maintenance Repair and Overhaul?


b) Does your company teach or have the capability to teach the following focus areas in your training course:


- Critical Chain Project management (CCPM)


- Drum-buffer rope (DBR)


- Flow, value stream mapping, variation management, and complex flow


- Applications applicable to a maintenance repair organization


- Quality improvement


- Theory of constraints (TOC)


c) Does your company provide hands on exercises for this course?


d) Can your company provide instructor credentials for this course and provide confirmed expertise of the instructors?


e) Can your company provide discernable expertise on the subject?


f) Please provide lead times on how long the course will take to prepare


g) Please provide detailed information on instructor and course availability


8) If there are any questions that should be asked with regards to the requirement please feel free to provide them as well.
