This is a Sources Sought Notice to determine small business sources capable of providing Leaking Underground Storage Tank services per this notice under NAICS 562910 (Remediation Services). Small business size standard is $20.5 million. Product Service Code (PSC) is F109 (Leaking Underground Storage Tank Support Services)

BACKGROUND:

THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future.B This notice does not commit the Federal Government to contract for any service at this time.

Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23/Services Branch, Sioux Falls, SD, is not at this time seeking offers, and will not accept unsolicited offers.B

Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense.

OBJECTIVE:

The objective of this notice is to conduct market research to determine if there are small business sources capable of providing this requirement.
Description of Service

Contractor shall provide Leaking Underground Storage Tank (LUST) services including site monitoring activities, corrective action design development/implementation, free product recovery, and monitoring well installation/repair/closure services.

Veteran Affairs Central Iowa Health Care System, Knoxville Community Based Outpatient Clinic (CBOC) Campus, (Knoxville, IA) removed an underground storage tank and fuel pump. The LUST site consists of a parking lot which was a former fuel pump island for maintenance garages. If a solicitation is pursue on basis of market research results, this work would be subject to the Iowa Department of Natural Resources (DNR) rules for Risk-Based Corrective Action (RBCA) for Underground Storage Tanks (USTs), found in 567 IAC Chapter 135. Any vendor would be expected to provide services that ensure compliance with all applicable environmental laws and regulations.

Certification

An Iowa Certified Groundwater Professional (CGWP), in accordance with 567 IAC Chapter 134, is required to be on staff and available for work if a solicitation were to be considered by the Government.
