DLA Information Operations has a requirement for two (2) leadership (General Service (GS) 13 level and above) training sessions to include pre-course assessment, planning, preparation, execution, post-course assessment and support.  The first topic is Communication Strategies and the second topic is Management Accountability.  Attendance at each session will vary between approximately 30 and 60 attendees, but will average approximately 35 to 45 attendees per session.  To support more detailed follow through from the initial training sessions, fifteen (15) small group training sessions will be required.  Each small group session will have approximately 5 to 25 individuals (supervisors and key personnel).  To support delivery to large groups of personnel, ten (10) mini-sessions will be required.  Each mini-session will have approximately 50 to 3000 individuals.

 

The contractor shall perform the 2 leadership, 7 of the small group sessions, and the 10 mini-sessions  in person at Department of Defense (DoD) facilities within a 15 mile radius of  8725 John J. Kingman Road, Fort Belvoir, VA  with the capability to conduct  group training, assessments and post support by various modes of communication due to the geographically dispersed workforce.  Examples of communication modes include:  webinars, telephone conferencing, and video teleconferencing.  Eight (8) of the small group session shall be performed in person at DoD facilities within the metro area of the following cities: Richmond, VA; Philadelphia, PA; Whitehall, OH; Ogden, UT; Battle Creek, MI; Dayton, OH; Mechanicsburg, PA; and New Cumberland, PA with the capability to conduct group training, assessments and post support by various modes of communication due to the geographically dispersed workforce.   


 

Provide the resume of the Chief Learning Officer / Program Manager and any other key positions contemplated to support this effort.  Individual course instructor resumes are required.  The minimum requirements for the Instructor position are:


15+ years of delivering communications and management accountability training and assessments that meet the objectives of paragraph 2.1;
15+ years of extensive executive coaching
15+ years of substantial business communication consulting
Experience in development and publication of books on communication strategies displayed by the publication of at least 3 books
