COMBINED SYNOPSIS AND SOLICIATION-FTC-15-Q-5007

In accordance with FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, the following information for the combined synopsis/solicitation is hereby provided:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation FTC-15-Q-5007 is issued as a request for quotation (RFQ) for a Blanket Purchase Agreement (BPA).

Solicitation FTC-15-Q-5007 and incorporated provisions and clauses are in effect with through Federal Acquisition Circular 2005-79 effective December 14, 2014.

The associated NAICS code is 611430 Professional and Management Development Training.

A description of the requirements, dates/places of delivery and acceptance, and the FOB point are provided in Performance Work Statement (PWS) of the attached RFQ-15-Q-5007.

Provision 52.212-1, Instructions to Offerors - Commercial hereby applies to this acquisition. The vendor shall submit the following:
1. A unit price for the program per student for the base period and all  option          periods (include all discounts);
2. A course description;
3. A breakdown of the course structure to include the number of sessions, the location of each sessions, the frequency of the sessions, the start and end date of the spring and fall programs, etc.
4. A Course syllabus; and 
5. Instructor Resumes

Provision 52.212-2, Evaluation -- Commercial Items, does not apply to this acquisition. In accordance with FAR 12.602 Streamlined Evaluation of Offers, factors other than price alone will be utilized. Technical, past performance, and price shall be used in a best value evaluation.
 
Provision 52.212-3, Offeror Representations and Provisions - Commercial Items. The offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications via the System of Award Management (SAM) website accessed through http://www.acquisition.gov.

Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, hereby applies to this acquisition.

Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, herby applies to this acquisition. All additional FAR clauses cited in this clause are provided in the Terms and Conditions attachment.
All terms and conditions determined by the contracting officer to be necessary for this acquisition are provided in the attachment RFQ-15-Q-5007.

Submit all questions via email no later than December 29, 2014 at 4:00 PM Eastern Time. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Vendors.
