The U.S. Army Contracting Command - Picatinny Arsenal, NJ on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS) is issuing a Market Survey to seek interested sources who have the capability to design, develop qualify and manufacture Lead Free 5.56mm, Short Range Training Ammunition (SRTA) Cartridges.
 

SPECIFICATION: There currently is no performance specification, however the cartridges shall match the trajectory of standard 5.56mm combat ammunition out to 25 Meters while having a maximum range of no greater than 350 Meters. This allows realistic training at sites where range restrictions and/or shoot house materials (1/2 quote mark plywood) prohibit the use of standard 5.56mm ammunition and M1037 Short Range Training Ammunition (SRTA). The Lead Free 5.56mm SRTA cartridges shall be used in the M16/M4 family of weapons and may or may not require the use of a modified weapon bolt for weapon function. Delivery of a lead free cartridge, to include a lead free primer, lead free propellant, a lead free projectile, and a lead free cartridge case, will be required.


PLANNED ACQUISITION: The Government is planning to procure approximately 250,000 - 1,000,000 Lead Free 5.56mm SRTA cartridges in FY17. It is anticipated that future procurements will ensue for the period of FY19 - FY24.


SUBMISSION INFORMATION: Interested sources are encouraged to submit information on how their cartridge will be able to meet the performance requirements listed above while not penetrating two sheets of quote mark plywood separated by the width of a 2 x 4 at any distance (single shot). Interested parties are also requested to incorporate substantiation for meeting the requirements to include:


• Description of their capabilities along with sketches, drawings, specifications, brochures, and suppressed/unsuppressed function and casualty
• Rough Order of Magnitude Cost for a production quantity of 250,000 - 1,000,000 rounds
• Monthly production capability
• Any test data/results conducted


Please identify any proprietary information within your response submission. In addition please include company name, address, telephone number, email address, technical point of contact and email address, Cage Code, Company Size (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), and any brochures/literature.
