This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13 of Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is RFQP0700COBO17984.

This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-83 effective July 2, 2015 and the Bureau of Prisons Acquisitions Policy (BPAP).


This Solicitation is set-aside 100% Small Business. The NAICS Code is 611430 - Professional and Management Development Training, and the set-aside size standard is $11.0 million.


All work shall be completed in accordance with the Statement of Work (SOW). The SOW is included as Attachment 2 to this solicitation.


Quoters are requested to quote Firm Fixed Prices for all of the line items on the Schedule of Supplies and Services attached to this solicitation.


Quatoers are requested to send their resumes and/or any qualification to show they are qualified for this requirement.


Any award resulting from this solicitation will be issued on a Standard Form 1449.


Basis for Award. BOP Central Office will issue a purchase order to the vendor who is the Lowest Price Technically Acceptable (LPTA).


NOTE: To receive an award resulting from this solicitation, Quoters MUST be registered in the System for Award Management (SAM) database IAW FAR 52.212-(k). Registration may be done online at: www.acquisition.gov or www.sam.gov.


Contractors are advised that any and all questions concerning this solicitation must be sent in writing via Email to the Contracting Office. Questions may be sent via email to Ms. Tana Jankowiak at tjankowiak@bop.gov. No questions will be answered after Wendesday, August 23, 2017 at 1200 EST.


The following FAR and BPAP Acquisition Regulation apply to this acquisition:


52.212-1 -- Instructions to Quoters -- Commercial Items (April 2014):


Addenda to 52.212-1; the following paragraphs are hereby deleted from this provision: (d) product samples, (e) multiple offers, (h) multiple awards, and (i) availability of requirements documents cited in the solicitation.


52.27-103-72 DOJ CONTRACTOR RESIDENCY REQUIREMENT BUREAU OF PRISONS (JUNE 2004)


For three of the five years immediately prior to submission of an offer/bid/quote, or prior to performance under a contract or commitment,
individuals or contractor employees providing services must have:
1. Legally resided in the United States (U.S.);
2. worked for the U.S. overseas in a Federal or military capacity; or
3. been a dependent of a Federal or military employee serving overseas.

OFFER SUBMISSION INSTRUCTIONS- Quotes must include the following items. Submission of a quote that does not contain all items requested below may result in elimination from consideration for award.


1. Quotations may be submitted in contractor format and shall include:


(a) Company name, address, telephone number, email address, and FAX Number.


(b) Solicitation number.


(c) Unit Price for all CLINS


(d) Contractor DUNS Number and Commercial and Government Entity (CAGE) Code.


(e) Signed acknowledgement of amendments (applicable only if any amendments are issued against this solicitation).
