Combined Synopsis Solicitation:  Lawn Service and other grounds maintenance

 

This solicitation is being issued as Request for Quote (RFQ).  Written quotes are being requested.  This is a combined synopsis/solicitation. This announcement constitutes the only solicitation; quotes are being requested.  This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12th Street, Room 1734, Kansas City, MO 64106.  The requirement is to provide the following items:

Ø  Provide Lawn Service and other ground maintenance for the National Weather Service, Weather Forecast Office (WFO) located in Grand Forks, ND and Radar Data site located in Mayville, ND.

o    In accordance with the Statement of Work

o    Base Period:  15 APR 17 - 31 MAR 18

o    Four (4) 1 year option periods.

 

This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-91.  This procurement is a small business set-aside and the associated NAICS code is 561730 with a size standard of $7.5M.  This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and FAR Part 12, Commercial Items.  Department of Labor wage rates are applicable to this requirement and can be obtained at http://www.wdol.gov or upon request for North Dakota (Statewide).  All items under this contract shall be FOB Destination and the place of acceptance is NOAA/National Weather Service (NWS), Weather Forecast Office (WFO) located in Grand Forks, ND and Radar Data site located in Mayville, ND.

EAD-KC requires that all contractors to be eligible for award, the quoter must be registered in the System for Award Management (SAM.gov) database and complete the “Core Data”, “Assertions”, “Representations and Certifications”, and “Points of Contact”.  No award can be made to a company not registered in SAM.

PRICE/QUOTE:

The Government intends to make an award to the responsive responsible quoter providing the best value to the Government, price and non-price factors considered. “Best value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. The Government reserves the right to make a comparative evaluation of quotes in determining best value in accordance with FAR 13.106-2(b)(4)(ii).
