The Law Enforcement Support Agency (LESA) is an interlocal government agency jointly funded by Pierce County and the City of Tacoma. Its purpose is to provide communication, information and records management services to the Pierce County Sheriffs Department (PCSD) and the Tacoma Police Department (TPD), eliminating redundancy, improving access and communication, and gain economies of scale. In addition to TPD and PCSD, LESA also provides law enforcement support to several cities and towns in the region. It also provides information to many county and city departments such as the Pierce County prosecutor, county and municipal courts, jail, and assigned counsel (public defender). Services provided include data processing, records and reports management and distribution, computer-aided dispatch, and emergency (911) communications.

This project is being funded by a $980,000 Community Oriented Policing Services (COPS) Technology Program Grant.

The purpose of this RFI is to seek a vendor or combination of vendors who can work closely with the Pierce County Consortium (consisting of the Tacoma and Puyallup Police Departments, Pierce County Sheriff's Department and LESA) to deploy a mobile wireless surveillance system. Vendors with expertise in this area and associated technologies are encouraged to reply. The consortium encourages vendors to respond with creative or varied approaches.

There will be no award from this RFI; however, responding vendors will automatically be added to the mailing list once a request for proposal or invitation to bid is developed.
