Sources Sought Notice:
DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions shall be submitted by email to Jennifer.adams7@va.gov. Provide only the requested information below. The purpose of this sources sought is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 812320 Dry Cleaning and Laundry Services (except Coin-Operated). The size standard is $5.5M. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the GSA or FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this sources sought announcement.

Period of Performance: Base plus four (4) Option Years.

SPECIFIED REQUIREMENT: Network Contracting Office 16 (NCO16) is seeking sources for a potential contractor to perform the following type of service for Laundry Transportation (see attached PWS listed below for details).

Performance Work Statement
LAUNDRY TRANSPORTATION SERVICES
GENERAL:

The Contractor shall provide all labor, vehicles, supervision, management support, equipment, supplies, materials, communications and any other travel related expenses required to transport soiled and clean linen between the Alexandria Veteran (CAVHS) campuses in LA and Jackson MS to the Gulf Coast Veterans Healthcare System (GCVHS) in Biloxi, MS. as specified in the terms and conditions stated herein. In the event that other VA facilities require laundry service from the GCVHS, the government would request the contractor to provide a quote for this transportation service.

Contractor shall be equipped with an electronic driver log system that provides full compliance for Department of Transportation Federal Motor Carrier Safety Administration (FMCSA) requirements. As a part of quality control, the system will allow GCVHCS to check vehicle maintenance status and vehicle location via web based monitoring. The Contractor shall provide GCVHCS with password and login to gain access.

Contractor must demonstrate in technical proposal the ability to continue operation after a mechanical breakdown by substitution (vehicle or trailer) within two (2) hours but not to exceed four (4) to mitigate delivery delays.

Trailers must have roll-up doors. Contractor must verify that loads are secured every trip.

Changes to the Performance Work Statement: The Contracting Officer (CO) is the only individual authorized to approve changes or modify any of the requirements under this contract. The Contractor shall communicate with the Contracting Officer s Representative (COR) on all matters pertaining to contract administration. The COR is designated to represent the CO in furnishing technical guidance and advice regarding the work being performed under this contract. The foregoing is not to be construed as authorization to interpret or furnish advice and information to the Contractor relative to the financial or legal aspects of the contract. Enforcement of these segments is vested in and is the responsibility of the CO. Only the CO is authorized to make commitments or issue changes affecting price, quantity or performance of this contract. In the event the Contractor effects any such change at the direction of any person other than the CO, the change shall be considered to have been made without authority and no adjustment shall be made in the contract price to cover any increase in cost incurred as a result thereof.

GOVERNMENT RESPONSIBILITIES:

2.1 Environmental Management Service staff (EMS) government personnel working at GCVHCS will load soiled and clean linen, as required, on contractor -provided trailer to be transported to receiving site. The government will secure the bins once loaded inside the trailers. Laundry in secured trailers shall not be accessible to drivers during transport. Government reserves right to use space available to transfer government property (non-hazardous) between sites as needed at no additional cost. VA employees will disinfect/clean trailers/trucks between dirty and clean linen loads. The government shall provide the contractor access to the loading docks where linen carts are to be picked-up/delivered. In the event the government requires additional runs (in addition to the scheduled weekly runs), the carrier shall be given 24 hours notice, and pricing for the additional runs shall be at the agreed to contracted rate. The government shall not move contractor trailers.

2.2 Linen Cart Information: Cart weight: empty = approximately 200 lbs.; dirty full = approximately 500 lbs.: clean full = approximately 480 lbs. Cart dimensions: 281/4 wide and 541/4 long and are provided by the VA. Maximum number of carts per shipment are 33 for Alexandria and 13 for Jackson.


TRANSPORTATION ROUTES
ROUND TRIP FROM ALEXANDRIA, LA TO BILOXI, MS
Soiled linen shall be picked up at Alexandria Veterans Health Care System (AVHCS), 2495 Shreveport Hwy, Pineville, LA 71360, Building 136 Loading Dock and delivered to Gulf Coast Health Care System (GCHCS), 400 Veterans Ave., Building 31 Loading Dock, Biloxi, MS 39564. The VA will load a maximum of 33 carts of linen onto the contractor-furnished truck. [Note: Please remember to factor in the width of a load stabilizer bar.] Total loads will average between 12,000 to 15,000 pounds per load. The driver shall transport clean linen to AVHCS in Pineville, LA on Mondays, Wednesdays and Fridays. On Tuesdays and Thursdays of each week, GCVHCS will process all soiled linens received from AVHCS. Under no circumstances shall clean and soiled linen be transported on the vehicle at the same time. Estimated mileage one-way from Pineville, LA to Biloxi, MS is 270.3 miles or 540.6 miles round-trip.

Friday Biloxi processes linen Monday-Clean linen transported to AVHCS

2nd round-trip Monday AVHCS to Biloxi (soiled linen) Tuesday Biloxi will process

NOTE: An extra trailer is required and shall be staged at GCVHCS. This shall allow GCVHCS staff the time required to disinfect/clean the delivered trailer and prevent cross-contamination. In the event the GCVHCS Laundry Facility closes temporarily for updates/repairs to their equipment, laundry may have to be transported to an alternate location near the GCVHCS VA. The VA does not anticipate an increase in transportation costs to account for this change.

ROUND TRIP FROM JACKSON, MS TO BILOXI, MS
Soiled linen shall be picked up at G.V. Sonny Montgomery VA Medical Center, 1500 E Woodrow Wilson Drive Jackson, MS 39216, Loading Dock between the hours of 6:30 am and 9:00 am and delivered to Gulf Coast Health Care System (GCHCS), 400 Veterans Ave., Building 31 Loading Dock, Biloxi, MS 39564. The VA will load a maximum of 13 carts of linen onto the contractor-furnished truck. Note: Please remember to factor in the width of a load stabilizer bar. Total loads will average between 6,000 to 8,000 pounds per load. The driver shall transport clean linen to G.V. Sonny Montgomery in Jackson, MS. five days per week Monday through Friday. Under no circumstances shall clean and soiled linen be transported on the vehicle at the same time. Estimated mileage one-way from Jackson, MS to Biloxi, MS is 234 miles or 468 miles round-trip.

NOTE: In the event the GCVHCS Laundry Facility closes temporarily for updates/repairs to their equipment, laundry may have to be transported to an alternate location near the GCVHCS VA. The VA does not anticipate an increase in transportation costs to account for this change.

3.3 NUMBER OF TRIPS: The Contractor shall provide round-trip laundry transport services in accordance with the schedule provided in paragraphs 3.1 and 3.2. Contractors are required to work Monday through Friday, including Federal holidays. If a Federal holiday falls during Monday through Friday of the regular work week, the Contractor will be advised on an alternate schedule, if required. Ten holidays observed by the Federal Government are: New Year day, Martin Luther King s Birthday, President s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran s Day, Thanksgiving Day, and Christmas. The Federal Government will also observe any day specifically declared by the President of the United Sates to be a national holiday.

VEHICLE(S): The Contractor shall furnish a semi-tractor with two (2) weather proof enclosed
trailers of sufficient capacity to provide required services as previously stated. The licensed vehicle(s) must meet the minimum vehicle requirements of the US Department of Transportation (DOT) Federal Motor Carrier Safety Regulation (ORS-7A), as applicable. Vehicles are subject to mechanical and safety inspections at the discretion of the Contracting Officer. Contractor shall provide a list with the complete description with their proposal. The second trailer staged at the Laundry Facility in Biloxi, MS. shall be available for transport of clean laundry while the other trailer is being cleaned/disinfected.

DRIVER QUALIFICATIONS: Driver(s) shall meet all requirements set forth in the US Department of Transportation Federal Motor Carrier Safety Regulations (ORS-71A). A written account of each driver s record and physical capabilities for operating the vehicle shall be maintained and provided with the contractor s proposal. The driver s Commercial Driver s License (CDL) must also be submitted with the contractor s proposal.

IDENTIFICATION BADGES: Within five (5) working days of contract award, the Contractor
shall provide the names of personnel (including subcontractors if applicable) that will be working under this contract. The contractor shall complete the Contractor s ID Badge Worksheet (see Attachment A). The Contracting Officer will forward the worksheet to VA Police Service. Prior to commencement of work, Contractor personnel shall obtain a phot identification (ID) badge to include the company name from the VA Police Service, Building 53, 2nd floor room 2A-129, Biloxi, MS. Fingerprints are not required; however, two forms of identification shall be required to receive a badge; one of these shall be CDL license. Badges shall be worn always while on the premises of the GCVHCS and AVHCS. Badges shall be placed in a visible location, above the waist, clipped to the front of wearing apparel with photo and name clearly visible. Identification badges shall be turned into the Contracting Officer Representative (COR) when the contract has expired. The COR will then forward the badges to the VA Police Service within five (5) working days of contract expiration.

7. OPERATIONAL HOURS: GCVHCS Laundry Facility is open Monday through Friday between the hours of 5:30 AM and 3:30 PM. Closed on weekends.

























REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company has the supervision, facilities, labor and experience to perform the scheduled and unscheduled repairs and preventative maintenance of the equipment described above. Include experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. (i) NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry.

Your response should include both the STATEMENT OF CABABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "Attention: Laundry Transportation Services in the subject line of your response. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE AND MAY NOT DEVELOP FROM THIS RFI. If a solicitation is issued it will be announced later and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
