PURPOSE OF THIS ANNOUNCEMENT:

This notice constitutes a REQUEST FOR INFORMATION (RFI). This announcement seeks information from industry and will ONLY be used for preliminary planning and market research purposes. THIS IS NOT A SOLICITATION NOTICE. No proposals are being requested or accepted with this RFI. The purpose of this RFI is to determine interest and capability of potential qualified contractors relative to the North American Industry Classification code (NAICS) 236220, Commercial and Institutional Building  onstruction. The Small Business size standard for this NAICS code is $36.5 million average annual revenue. The type of solicitation issued, set-aside and the manner of advertisement (competitive or sole source) may depend on the responses to this RFI.

U.S. Army Corps of Engineers (USACE), Charleston District has been tasked to solicit the interest of prospective offeror(s) to determine the availability of qualified contractors to compete under a potential solicitation resulting from this announcement. The purpose of this RFI is to gauge interest, capabilities and qualifications of members of the construction community as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors. Responses to this RFI will be used as a market research tool in order to determine acquisition strategy and how the upcoming solicitation will be advertised. This RFI is looking for responses from the small business community.

BACKGROUND & SUMMARY OF REQUIREMENTS:

Background: There are two Lake Projects at Ft. Jackson that USACE Charleston District intends to issue a solicitation (or two) for. The two lakes are Semmes and Legion Lakes.

Summary of Requirements: The scope of work for the two lakes are summarized below.

Semmes Lake

The project includes removal of an existing earth dam embankment and construction of a new earth dam embankment for Semmes Lake at Fort Jackson, SC. A new spillway is to be constructed and will consist of a concrete labyrinth weir, slide gate, a concrete discharge channel, prefabricated arch culvert, and earthen channel. The new crest elevation of the embankment will be 224.0 feet NAVD88 with a normal pool elevation of 215.0 feet NAVD88. The new earthen embankment will include a two-lane asphalt
roadway topping the embankment. Erosion control and work within existing wetlands are also included. The anticipated magnitude of construction is $5M to $10M.

Legion Lake

The project includes removal of an existing earth embankments and construction of a new earth embankments for Upper and Lower Legion Lakes at Fort Jackson, SC. For Upper Legion Lake, the existing dam embankment, culverts and spillway are to be removed and a new dam embankment and new labyrinth weir spillway are to be constructed. For Lower Legion Lake, the existing dike embankment and pillway are to be removed and a new embankment and weir spillway are to be constructed. Erosion
control and work within existing wetlands are also included. The anticipated magnitude of construction is $1M to $5M.

REQUESTED INFORMATION:

(1) Your firm's intent to submit a proposal for this contract when it is formally advertised.
(2) Name of firm with address, phone and point of contact.
(3) CAGE Code, DUNS number OR a copy of your entity record on SAM.gov.
(4) Size of firm (large or small), to include category of small business if applicable, such as 8(a), HUBZONE, SDVOSB, WOSB, etc. Those small business firms responding should identify ALL categories pertaining to your business. A determination regarding the potential for small business setasides will be based on the information and interest received as a result of this notice.
(5) A letter of current bonding capacity from an acceptable surety/bonding company both expressed in dollar value per contract and aggregate bonding capacity.
(6) A Statement of Capability (SOC) summarizing your firm's skills, experience, resources and knowledge required to perform the specified type of work.
(7) Demonstrated Experience: Submit up to five (5) projects where you have demonstrated similar experience within the last five years. Be sure to specify your firm's role in the project (prime, sub), description of work performed, total contract price, period of performance and a point of contact for each project submitted.

Firms responding to this RFI announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this RFI announcement.

NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS RFI.

Interested business concerns are requested to complete and return via email any responses to this RFI no later than 2:00 PM Eastern time Tuesday, April 11, 2017, to the attention of the Contract Specialist, Amy S. appropriately, please subject your email "RFI RESPONSE: W912HP-17-R-0003 FIRM NAME HERE" Participation is voluntary; respondents will not be paid to participate. However, your participation in this market research endeavor is greatly appreciated and will be instrumental in assisting the USACE Charleston District in making the solicitation decision most appropriate for market conditions and to meet
the Government requirements.

NOTE: The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only. Interested parties providing information as part of this market research process are hereby advised that your information will NOT be used later as part of the evaluation process should you choose to submit a proposal in response to any solicitation that may result in the future. All information submitted under this RFI will be considered proprietary and will not be available for use outside of the Federal government.

PLANNED SOLICITATION:
Currently it is estimated that the formal solicitation will not occur before May 2017. The Government's acquisition strategy is unknown. There may be two solicitations issued from this RFI announcement with different solicitation numbers. A Pre-Solicitation announcement will be issued no sooner than 15 days prior to the release of the solicitation.
