This SOURCES SOUGHT NOTICE is for market research purposes ONLY - No award will be made from this notice. However, this research will assist the Government in determining the availability of LOCAL (defined as physically located in Northern California) small business firms for a potential small business category type set-aside. A copy of the Draft Performance Work Statement, is attached to this notice. Potential offerors having the skill and capabilities necessary to perform the described project are invited to provide a Capabilities Statement via email to Mary.Fronck@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Interested small businesses may identify their interest and Capability Statement, and respond to the requirement by July 1, 2019. The Government will not pay for any costs associated with information submitted and responses to this notice.
CAPABILITY STATEMENT
The following requests are designed to apprise the US Army Corps of Engineers, San Francisco District, of the execution capabilities of prospective contractors. Please provide your response to the following:
1) Offeror's names, address, point of contact, phone number, and e-mail address.
2) Distance from Ukiah, California.
3) Offeror's capability to execute this contract shall provide: a sample of a contract of this magnitude and complexity with demonstrated comparable scope, performed within the past 5 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, dollar value of the project, and date of completion.
a) Please provide at least two (2) such example projects.
4) Offeror's type of small business and Business Size (e.g., 8a, woman-owned, HUBzone, SDVOSB, etc.).
Your response is limited to three single-sided pages total - using 12 pt font.

Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. Respondents will not be notified of the results of the evaluation.
Specifically, the purpose of this notice is to gain knowledge of potential LOCAL, small
business (SB) sources in the following categories: Small Business, Certified 8a,
Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB),
to provide services for:
The U.S. Army Corps of Engineers San Francisco District is seeking sources to support
on the items listed below for which the applicable NAICS code is 221320, Waste Water
Treatment Service on USACE Park Lake Mendocino, CA (Ukiah, CA). The Federal
Supply Code (FSC) will be S222. The Standard Industrial Code (SIC) used is 4952.
The size standard for small business is $20,500,000.00.
Interested parties sought for Waste Water Treatment Service on USACE Park Lake
Mendocino, CA (Ukiah, CA) will be solicited as a Request for Proposal. The resulting,contract will be for a base year plus four (4) option years.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to execute all tasks as defined in the Performance of Work Statement. The contractor shall operate and maintain a Water Quality Monitoring and the Waste Water Treatment Facility at Lake Mendocino in accordance with the Statement of Work and Appendix A.
All responses will be analyzed in order to determine the appropriate strategy for a potential future acquisition. 
Other than Small Business may respond to this notice in the event the market does not indicate significant Small Business interest.
