PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source Firm-Fixed Price contract with American Society of Crime Lab Directors /Laboratory Accreditation (ASCLD/LAB), 139 Technology Drive, Suite J, Garner NC 27529, for a reaccreditation assessment of its forensic laboratory in Quantico VA, and for an assessment to expand its scope of accreditation to include the Terrorist Explosives Devices Analytical center (TEDAC) satellite forensic laboratory in Huntsville AL. The government intends to negotiate with only one source under the authority of FAR 6.302-1.

This notice will be distributed solely through the General Services Administration Federal Business Opportunities (FBO) website (www.fedbizopps.com). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 541990 All Other Professional, Scientific, and Technical Services; the size standard is 750 employees.


The FBI intends to award a non-competitive, sole-source contract to the ASCLD/LAB for reaccreditation assessment of its forensic laboratory in Quantico VA, and potentially in Huntsville AL, based upon a 2015 DOJ requirement. The process of reaccreditation 1. Will assess the level of the Laboratory's conformance to established standards of performance, 2. Will evaluate the Laboratory's quality management system, 3. Will maintain the Laboratory's national and international accreditation, and finally 4. Will allows the Laboratory to participate in National DNA Index System (NDIS). Services are being procured under FAR 13.5 Simplified Acquisition Procedures.


Based on extensive market research conducted with knowledgeable individuals in both the Government and the related industry, only one responsible source can provide the requested services. The FBI Laboratory is currently accredited by ASCLD/LAB-International. At the continuing direction of the FBI Director and according the Laboratory Division strategic plan, the Laboratory Division must maintain this accreditation with ASCLD/LAB-International.


This notice of intent is nor a request for competitive proposals. However, interested parties may identify their interest by submitting a capability statement by 5:00 PM EST, October 23, 2017. The capability statement must reference solicitation number DJF-17-0700-PR-0010590. The capability statement should be e-mailed to the contracting officer at Eliana.york@ic.fbi.gov or submitted via fax to 703-632-8480. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.


The sole source Justification and Approval (J&A) supporting this procurement is available upon request.

This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov. The FBI is utilizing a new financial system that has a direct interface with SAM. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
