This Request for Information (RFI) is issued by the New Hampshire Department of Health and Human Services (DHHS) and the Division of Public Health Services (DPHS), to solicit information regarding solutions for providing a Laboratory Information Management System (LIMS) for the Public Health Laboratories (PHL). The State of New Hampshire has for seven years relied on the Laboratory Information Tracking System, hereinafter referred to as LITS, to support its PHL laboratory information management needs. LITS is tracking a portion of the laboratorys testing however, due to the need to manage information across all areas, the current system must be enhanced or replaced. LITS was developed in-house based on the Centers for Disease Control (CDC) software of the same name. Since 1999, only one testing area has been added to the software. Many enhancements have been made to the LITS software, however the software development life cycle for future testing to be added spans many years into the future with an uncertain outcome. The State needs to study the feasibility and cost/benefit of enhancing vs. replacing its existing LITS. The State seeks to gather information from a variety of Vendors to aid it in evaluating approaches to allow the PHL to accession samples and specimens, track the testing process, report test results, providing statistical analyses, bill for services, and flexibly manage data.
