The U.S. Army Corps of Engineers - St. Paul District uses roller-type chains to lift tainter gates at multiple lock sites. One of the chains failed unexpectedly. The Government requires a qualified contractor to perform a complete failure analysis on three broken sidebars, and an examination of an unused (spare) chain sidebar. Analysis shall include chemical composition, hardness, metallurgical microstructure, and anomolies which may have contributed to failure. In addition, the spare sidebar shall be tested until yield and breakage. 


The testing laboratory shall have at least ten (10) years of experience in metallurgy and analysis of metal failures. Offerors shall submit qualification experience with their quote. 


This solicitation is a 100% small business set-aside, under NAICS 541380 with a Size Standard of $16,500,000.


Offeror shall be registered in SAM (System for Award Management) https://www.sam.gov to include the FAR and DFARS Representations and Certifications sections with the NAICS code applicable to the solicitation.
