Lab Reagents and Consumables
The Billings Area Indian Health Service (IHS), Crow Service Unit in Crow Agency, Montana, intends to award a non-competitive purchase order with Abbott Laboratories, Incorporated for laboratory reagent controls and consumables for the Abbott Cell-Dyn Ruby Analyzer located in the laboratory at the Crow / Northern Cheyenne Hospital, PHS Indian Health Service, Crow Agency, Montana. The procurement will be conducted pursuant to the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures; 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with a lease agreement currently in effect with Abbott for the Cell-Dyn Clinical Chemistry Analyzer. The service unit utilizes the reagents and consumables specifically made and marketed by Abbott Laboratories for the Cell-Dyn analyzer. The purchase order shall be for the 2017 fiscal year; consisting of a 12 month period beginning October 1, 2016 and ending on September 30, 2017. Any qualified business that believes it can meet the requirements may give a written notice to the Contracting Officer by September 29, 2016, 2:00pm MST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Also provide specifics which determine that competition would be advantageous to the Government. Responses will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the for the purpose of determining whether to conduct future competitive procurement actions. If no responses are received, the Government will proceed with the sole source acquisition with Abbott Laboratories, Incorporated.
