This pre-solicitation notice is for a Lodging Requirement in the FORT BELVOIR, VA Area for the Judge Advocate General's Corps On-Site Training for the 153rd Legal Operations Detachment (LOD.)
THE HOTEL MUST BE WITHIN A 15 MILE RADIUS OF THE OFFICERS CLUB AT FORT BELVOIR, VA.
THE GOVERNEMENT RESERVES THE RIGHT TO MAKE 2 OR MORE AWARDS IF THE HOTELS CANNOT PROVIDE THE FULL AMOUNT OF THE ROOMS IN THE SOLICITATION. HOWEVER, PREFERENCE WILL BE GIVEN TO HOTELS THAT CAN SUPPLY THE FULL AMOUNT OF ROOMS.
The award will be a Firm Fixed Price contract for the Period of Performance as follows:
May 4 - May 7, 2017 30 Single rooms for 3 nights = 90 Rooms
May 4 - May 7, 2017 100 Double rooms for 3 nights = 300 Rooms
May 2 - May 7, 2017 4 Single rooms for 5 nights = 20 Rooms
This acquisition is unrestricted and both small and large businesses can submit proposals. This is not a solicitation for Event Planning Services. All sleeping rooms must have access through the hotel internal corridors or the lobby. Rates cannot exceed the per-diem rate.

For all proposals submitted by offerors the offeror must describe in its proposal the technical approach for the offeror's services as a prime contractor and submit a complete technical proposal for evaluation purposes. An offer which requires the Government to execute a separate agreement with a third party hotel shall be deemed technically unacceptable. The primary North American Industry Classification System (NAICS) is 721110, size standard of $32.5 Million. The solicitation will be posted on or around 22 March 2017 via Federal Business Opportunities (FBO) at FBO.gov The due date will be stated in the solicitation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. It is the responsibility of the offeror to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. All potential sources must obtain a DUNS number, a CAGE code, and register in the System for Award Management (SAM) located at https://www.sam.gov/portal/public/SAM/ in order to transact business with the government prior to submitting your proposal.
ALL OFFERORS MUST SUBMIT BOTH A TECHNICAL AND A PRICE PROPOSAL TO BE CONSIDERED FOR AWARD.
