The Department of Veterans Affairs, Southeast Louisiana Veterans Health Care System (SLVHCS), headquarters located in New Orleans, LA, is seeking non-personnel services contract to provide two (2) board certified/board eligible mental health locum tenens psychiatrist at the Baton Rouge and Hammond clinics. These psychiatrists will provide mental health therapy, assessments, and medication management for Veterans at any of the eight Community Based Outpatient Clinic within the Southeast Louisiana Veterans Health Care System (SLVHCS). The government shall not exercise any supervision or control over the contract service providers performing the services herein. Services will be redirected as needed in accordance with all terms, conditions, provisions, and the schedule of this solicitation from the effective date with options to extend this proposed contract. A background investigation is required. VA experience is preferred.
A VA security check is required. Required information for the VA security check is as follows: name of individual, address, date of birth & social security number. If the candidate has had a VA security check in the last five years, provide the evidence. Candidate must provide clinical references who can attest to candidate s clinical practice within the past year. BLS is required. Candidate must acquire Blue Cross Blue Shield (BCBS) provider identification number.
The VA anticipates issuing a solicitation for this requirement on or about November 11, 2019 with a closing date for proposals on or about December 9, 2019. The solicitation will be available for download from www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments.
The physician is to be competent in modern treatment principles and techniques, fully trained in all aspects routine adult medical care. The physician will work in Primary Care at the either of the following locations: Baton Rouge and Hammond Community Based Outpatient Clinics.

The Government anticipates making a firm-fixed price contract for this requirement. North American Industry Classification System (NAICS) Code is 621112 and size standard is $27.5 Million and the solicitation will be issued for SDVOSB (set-a-side). All responsible sources may submit proposals which shall be considered by the Agency. To be eligible for award, contractors must be registered in SAM (System for Award Management) database (information on registration requirements can be obtained by the Internet at https://www.sam.gov and submit their complete Annual Representations and Certifications (ORCA) via online at https://orca.bpn.gov at proposal due date/time.
