The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for Lower Monumental Lock and Dam, Tainter Valve Seal Sets, commercial supplies, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 326299 with a Small Business Size Standard of 750 Employees as determined by 13 CFR 121.104.

Competition for this requirement is Unrestricted. When available, the solicitation documents for this project W912EF-19-Q-0033 will be provided via FedBizOpps.gov https://www.fbo.gov on or around February 14, 2019. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued.


The project requires the Contractor to furnish and deliver four (4) sets of molded, J-Type rubber seals in accordance with the attached drawing and these specifications for Lower Monumental Lock and Dam Tainter Valves.


Each set will consist of 1 each top seal, 2 each side seals and 1 each bottom seal (see specifications below for each):


• Top Seal being 2-1/4" diameter bulb x 1" thick tail with a 1/4" snipe at 45 degrees x 5-3/4" overall width x 13 feet in length, molded profile with hot factory vulcanize spliced to size.


• Side Seals being 2-1/4" diameter bulb x 1" thick tail with a 1/4" snipe at 45 degrees x 5-3/4" overall width x 18 feet in length, molded profile with hot factory vulcanized spliced to size.


• Bottom seal being 1-1/16" thick bullnose with a 3/8" snipe at 45 degrees, molded profile with 2-ply heavy duty nylon fabric reinforcement, hot factory vulcanized spliced to 13 feet in length. See drawing contained within the solicitation for widths of each valve seal.


The seal material shall be the standard Corps of Engineers natural rubber specification material with 60 to 70 Durometer, Shore A, Natural Rubber/Polyisoprene. The rubber shall be suited for use on Navigation Lock tainter valve seals. The compound shall have no reclaimed polymers and shall include reinforcing carbon black, zinc oxide, accelerators, antioxidants, vulcanizing agents and plasticizers. The rubber seal profile shall be properly cured into a homogeneous form and kept free of oils, grease, or other agents, which could deteriorate the rubber.


• All Seals shall be molded, NOT extruded.
• Materials shall be aged for a minimum of 30 days.
• Cutting of material to specified lengths shall not be done until after material aging to eliminate dimensional changes.
• Dimensional tolerance +/= 1/16"
• Seals shall be supplied without holes.
• Material certification shall be supplied with shipment of seals to Project site.
