This is a SOURCES SOUGHT SYNOPSIS and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OFA PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. Proposed project will be a competitive, firm-fixed price contract. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Corps. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. The purpose of this notice is to gain knowledge of potentially qualified Large and Small Businesses (SB),8(a), Small Disadvantage Business (SDB), Woman Owned Business, Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of 334513 - Instruments & Related products manufacturing for measuring displaying & controlling industrial process variables; small business size standard is 750 (number of employees). The Classification Code is 66. Depending upon the responses in the large and small business categories listed above, the solicitation will either be set aside in one of the latter categories or be issued as unrestricted open to both small and large businesses. Limitations on Subcontracting: The prime contractor, in accordance with FAR clause 52.219-14 Limitations on Subcontracting paragraph(c)(3) General Construction will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate solicitation announcement will be published in the FEDBIZOPPS (WW.FBO.GOV). Responses to this SOURCES SOUGHT SYNOPSIS are not adequate response to any future solicitation announcement.
Summary of Scope of Work:
This is a supply only requirement for the purchase of Qualitol, or equal, Transformer Monitoring Systems to retrofit existing transformer instrumentation for 8 hydropower main unit and station service transformers.
In the event a solicitation is issued for this requirement the successful offeror shall be required to furnish the Transformer Monitoring Systems to Lower Granite Lock and Dam within the timeframe listed in the solicitation. Lower Granite Lock and Dam is located in Pomeroy Washington, 99347.

General Information
For consideration of a "or approved equal product" bids - descriptive materials (brochures, illustrations, drawings, data sheets, etc.) must be submitted which will allow the Contracting Officer to determine, without discussion with the bidder, whether the products being offered meet or exceed all of the required specifications. Submittals shall include, but not be limited to, copies of manufactures catalog cut sheets, specification sheets, manufacturer certifications, and warranty information. Failure to submit adequate supporting documentation may result in disqualification of proposed bid.
All transformer instrumentation components shall have a 5 year warranty on all parts, labor and workmanship from factory defects.
All gaskets will be provided for any instrumentation requiring a gasket that interfaces with the transformers.
Interested firms should provide the following:
A) A list of current or past projects (at least 3) demonstrating technical experience and ability to provide Transformer Monitoring System. Provide a listing of clients with similar contracts, the dollar value of the contract, timeframe, and other details pertinent to this requirement. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel.
B) Cut sheets/Drawings of items listed.
C) A reference list for each of the projects submitted in A) above. Include the name, title, phone number and email address for each reference.
D) Provide a statement that your firm intends to submit an offer on the project when it is advertised.
E) Cage Code and DUNS number.
