Pedernales Electric Cooperative (PEC) is issuing this Request for Proposal for qualified respondents to provide software and implementation/integration services for the replacement of its current ERP/EAM/CIS solutions.
The scope of this RFP includes Enterprise Resource Planning (ERP), Enterprise Asset Management (EAM), and Customer Information System. For Customer Information (CIS), PEC utilizes a solution called foCIS. The foCIS system will be evaluated (from a functional and technical perspective) against other CIS solutions during this procurement process.
After proposals are received and evaluated, PEC will make a determination as to whether the foCIS system will be replaced, or will be integrated into the overall solution architecture. More detail regarding this approach is provided later in this document. PEC has already performed a comprehensive analysis of all business processes, and has identified their optimal To-Be state by business area. This To-Be state has been used to create detailed functional and technical requirements which are included within this RFP.
PEC is interested in obtaining a license-based solution, implemented by the successful proposer with the assistance of PEC Core Team and staff. PEC has no pre-conceived notions regarding implementation strategy, phases, or approach, and directs each respondent to propose an approach that the respondent feels will maximize PECs success in this endeavor.
Proposals must be for the entire scope. No point-solution proposals will be evaluated. Those vendors who have best-of-breed point solutions are encouraged to align themselves with other best-in-class providers to deliver a complete solution and proposal.
Current circumstances warrant an aggressive timeline for this procurement effort. Proposals will be due by 5pm (Central Daylight Time) on August 11th. A detailed schedule of this procurement effort is included later within this Request for Proposal.
Note: All inquiries and comments relating to this LINKS ERP /EAM/ CIS RFP must be directed to Jackie Harding. Any contact with parties outside the official channel set forth above will not be accepted and could be interpreted as canvassing, e.g. as endeavoring to gain inside information about the procurement effort. Any communication with PEC staff or PEC Board Members outside the described method in this document during the procurement process is grounds for immediate rejection of proposers offering and proposal disqualification regardless of whether or not the offender is a direct recipient of this communication and notice.
