Sources sought for information and planning purposes to identify qualified and experienced sources for an anticipated single-award, firm-fixed price services contract under NAICS code 611430 with a small business size standard of $11.0M. The Navy Information Forces Command (NAVIFOR) requires contractor support to develop and deliver two targeted leadership development programs of study, which are in concert with the Department of Defense (DoD) Civilian Leader Development Framework and Continuum, to select groups of government employees. The leadership development programs of study shall be classroom-based with a maximum of 20 students in each program per period of performance. The anticipated period of performance for an eventual contract, if awarded, is a twelve (12) month base period and four (4) twelve (12)-month option periods.


Subject to FAR Clause 52.215-3, entitled Solicitation for Information of Planning Purpose, this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals: a contract will not be awarded from of this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.

The Fleet Logistics Center, Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that will provide two targeted leadership development programs of study for NAVIFOR employees.
See attached DRAFT Performance Work Statement (PWS) for more information.

Reponses to this Sources Sought request shall include the following:

1.    Company name, address, point of contact name, phone number, fax number and email address.
2.    Contractor and Government Entity (CAGE) Code.
3.    If the items can be solicited from a GSA schedule, provide the GSA contract number.
4.    Size of business b indicate socio-economic small business category(ies) if other than a large business.
5.    Capability statement displaying the contractorbs ability to meet the basic contractor qualifications and provide the services as detailed in the scope of work. Past performance information may be provided to bolster the contractorbs capability statement.
If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought.
6.    If a respondent indicates the intent to utilize small or large business subcontractors in the completion of the draft PWS requirements, respondent is requested to indicate the percentage of effort that it would be responsible for and the percentage of effort any subcontractors would be responsible for, if a contract were to be awarded.
7.    Include any other supporting documentation.


Interested parties are encouraged to submit recommendations for ways to improve the Performance Work Statement.

Documentation supporting capability to meet the requirements as stated in the PWS must be presented in sufficient detail for the Government to determine that your company possesses the necessary qualifications, expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) typewritten pages, single-spaced, in no less than 12 font size.
