Life Cycle Contractor Support for MMR/SKR

The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) has a requirement to provide Life Cycle Contractor Support (LCCS) for sustainment of AN/APQ-174B Multi-Mode Radar (MMR) and AN/APQ-187 Silent Knight Radar (SKR) systems and subsystems. This support includes depot level maintenance support and repair, spare and repair parts management, sustainment, programmatic support, technical guidance, a Reliability Improvement Program, technical supply management, on-site customer service support, sourcing of technical data for publications and training, support and test equipment maintenance, and on-site training for unit personnel for the MMR/SKR systems installed Special Operations Aircraft. This indefinite delivery indefinite quantity contract is expected to begin on 1 July 2020 with one five year ordering period to end on or about 30 June 2025.

The Government expects to negotiate and award this requirement on a sole source basis under the authority of 10 U.S.C. §2304(c)(1), as implemented by FAR 6.302-1, to Raytheon Company, 2501 W. University Drive, McKinney, TX 75071-2813. The Government possesses neither the required level of engineering nor the software documentation necessary to complete the above tasks. As the designer, developer, and original equipment manufacturer of the AN/APQ-174B Radar and AN/APQ-187 Radar systems and subsystems, Raytheon owns all proprietary data rights to these systems and is not currently receptive to the concept of selling these data rights to the Government or competitors, necessitating sole source negotiation and award. Parties that feel they can provide this service are encouraged to identify themselves and provide a detailed statement of capability on supporting these systems without access to this technical data, software and software documentation. While this notice is not a request for competitive proposal, the Government will consider all proposals received by the response date specified in this announcement.
