This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement.
Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method.
NAICS code: 541930 and size standard is $7.5M.
NOTE: Respondent claiming SDVOSB and VOSB status must be registered and CVE verified in VetBiz Registry www.vetbiz.gov.

OVERALL SCOPE OF WORK

a. The Contractor shall provide the necessary level of over-the-phone language translation services in the 10 common languages listed in paragraph c.1. below, as well as any other foreign languages made available for translation services by the contractor and subsequently requested. These services shall be available 365 days a year, 24 hours per day, 7 days per week, for veterans and family members who have Limited English Proficiency (LEP) at the Memphis VA Medical Center and Community-Based Outpatient Clinics (CBOCs).B This service should provide the ability for any Clinical Staff or Provider at Memphis VAMC and CBOCs to contact the vendor via phone and request immediate on-the-spot phone language translation for patients/veterans or family members that visit the Memphis VAMC and are identified as bilingual or not proficient in English. Translation shall be made available over the same phone line/connection within 5 minutes of a phone call request.
b. The Contractor shall also provide the necessary language translation services of medical records in the 10 common languages listed in paragraph c. 1. below, as well as any other foreign languages made available for translation services by the contractor and subsequently requested. These services shall be available 365 days a year, 24 hours per day, 7 days per week, for veterans medical records that need translation. The service should provide the ability for any Clinical Staff or Provider at Memphis VAMC and CBOCs to contact the vendor via phone and request coordination of the translation of medical documents by sending the documents to the Contractor or a Contractor employee comes to the Medical Center to translate the document(s). Medical record translations shall be completed within 14 calendar days.

c. The Contractor shall provide telephone language translation and medical document translation services meeting the following requirements:

2. Tagalog
3. Chinese (Mandarin and Cantonese)
4. Haitian/Creole
5. Korean
6. Arabic
7. Japanese
8. Thai
9. Vietnamese
10. Indonesian

Language and Document Translation Service Availability: 24 hours / 7 days per week /365 days per year.

Anticipated period of performance: 01 October 2018 through 30 September 2019 plus four (4) one-year options.
Information sought: Response to this announcement shall not exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents DUNS number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, etc.,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.
