The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM), in Washington, DC, (425 I Street NW Washington, DC 20001) is issuing this pre-solicitation notice for Phase 1B Construction for the Los Angeles National Cemetery, in Los Angeles, CA. The place of performance is Los Angeles National Cemetery, 950 Sepulveda Boulevard, Los Angeles, California, 90049. This procurement is a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside and will be released under Solicitation Number VA101-17-R-0319.

The Contractor shall provide and furnish all supervision, labor, materials, tools, equipment, transportation, supplies and travel necessary to perform Phase 1B of the Los Angeles National Cemetery. Los Angeles National Cemetery is located on approximately 114 acres of land in Westwood, CA. There is a multi-phased program to rehabilitate the Los Angeles National Cemetery, broken into three projects: 1A, 1B and 1C. This project is called LANC Columbarium Expansion - Phase 1B. For reference, the predecessor project was Phase 1A, which involved renovation and improvements to the historic Bob Hope Veterans Chapel Building. The Phase 1A project also included scope that extends an irrigation line with associated electrical and communications lines to serve the new Columbarium Expansion Phase 1B Project.

Approximately 7 acres of the new 13.2 acre site west of Interstate 405 will be developed under this project. Some existing facilities need to be demolished to clear and prepare the site for the new construction. Those elements include: removal of an existing single story wood frame and stucco building (Building 505), demolition of concrete and asphalt slab, trees, fences, and utility removal/relocation as indicated on drawings. A 6-inch ductile iron fire line which runs along the eastern boundary of the site adjacent to Interstate 405 and serves the Breitburn facility south of Constitution Avenue will be undergrounded as part of this project. The contractor must work closely with the Resident Engineer, Breitburn and the VAMC facilities staff to coordinate outages necessary to achieve the contract work.

The new construction scope includes perimeter fencing/gates roadway work, site utilities, columbarium/memorial walls, a committal shelter, a toilet room building which contains both men s and women s toilet rooms, an electrical room, janitor s closet, and a gravesite locator kiosk. The project includes new site amenities include site lighting, a security camera system, and signage. The project also includes improvements to Davis Avenue and Constitution Avenue, inclusive of the installation of powered automatic gates across Constitution Avenue and the VA medical center access drive.

The contractor is required under this project to coordinate with Southern California Edison (SCE) and provide a new 13 KVA electrical service to the Columbarium site and intercept the existing underground primary from the VAMC substation to the existing cemetery east of Interstate 405. The contractor must work closely with the Resident Engineer and the VAMC facilities staff to coordinate outages necessary to achieve the contract work. This work will also involve some undergrounding of existing aerial lines within the boundaries of the columbarium plaza and removal of above ground SCE and VA electrical facilities as indicated on drawings, as well as back-feeding facilities to remain, including the Jackie Robinson Stadium and parking area, the VAMC recycling center and the veteran s garden.

The magnitude of construction cost for this project is between $10,000,000 and $20,000,000 with a completion period of 540 calendar days after receipt of notice to proceed. The applicable North American Industry Classification System (NAICS) is 237990 Heavy and Civil Engineering Construction and, 236220 Commercial and Institutional Building Construction. The small business size standard is $36.5 Million. A Project Labor Agreement (PLA) will not apply to this project.

The Offerors must be registered in SAM and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fbo.gov, you will be notified by e-mail of any new amendments that have been issued and posted.

No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. It is the Contractor's responsibility to view the FBO website daily as no other notification of amendments will be provided. Offerors must be listed in the Vendor Information Pages at www.vetbiz.gov and currently registered in the System for Award Management, www.sam.gov.

SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from http://www.fbo.gov which will be available on or about May 8, 2017. Telephone calls will not be accepted.

PRE-PROPOSAL CONFERENCE/SITE VISIT: Pre-proposal conference information will be outlined in the RFP. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, Offerors will be required to submit a bid guarantee (Bid Bond) with their proposal.
