THIS IS A REQUEST FOR PROPOSALS for commercial items prepared in accordance with the format FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information in this notice, to Request for Proposals for solicitation number N40080-19-R-0311. SEE THE ATTACHED SOLICITATION TITLED N4008019R0311 L'Enfant Shuttle Services and the additional documents associated.

The Naval Facilities Engineering Command (NAVFAC) of Washington, DC 20374 intends to award a firm fixed price contract on a competitive basis to an 8(a) set aside, for L'Enfant Shuttle Services in accordance with the attached Performance Work Statement (PWS), Attachments, and Technical Exhibits, on behalf of the Public Works Department (PWD) Washington. The estimated Period of Performance of one 12-month base period and four 12-month option periods as follows:


Base Period              01 December 2019 - 30 November 2020

Option Period 1        01 December 2020 - 30 November 2021

Option Period 2        01 December 2021 - 30 November 2022

Option Period 3        01 December 2022 - 30 November 2023

Option Period 4        01 December 2023 - 30 November 2024


A no-cost phase-in period of 7 days shall be provided for transitional and administrative actions.


This requirement will be set-aside for 8(a) Small Business vendors only under North American Industry Classification System (NAICS) code 485999, All Other Transit and Ground Passenger Transportation, with size standards of $15 million. To be eligible to compete for 8(a) set-aside awards, the contractor must be certified as a Small Business Administration (SBA) 8(a) firm in accordance with SBA regulations.


Attached is the Solicitation, Standard Form 1449, with the incorporated Performance Work Statement (PWS), and additional information; see attachments. Proposals are due no later than MONDAY, AUGUST 19, 2019, 1:00 PM Daylight Savings Time (DST).


Any Questions regarding this solicitation and attachments are due by TUESDAY, AUGUST 6, 2019 by 1:00 PM (DST). All questions and comments must be in writing and will be answered only through an amendment to the solicitation. Please email questions and comments to the shonn.gilkes@navy.mil.


All interested and responsible 8(a) contractors may submit a proposal that will be considered by the NAVFAC Washington. Contractors submitting a proposal must also have a Cage Code and be registered in the System of Award Management (SAM) at https://www.sam.gov prior to submitting an offer to the Government and in order to receive an award for this procurement. Also noted that 8(a) firms must be certified as 8(a) with the Small Business Administration (SBA) as well as certified on SAM.


Potential Offerors are responsible for monitoring FedBizOpps.gov (FBO) for release of the solicitation package and any amendments.


No paper copies will be issued. It is incumbent upon the interested parties to review the FBO regularly for any updates/amendments to this solicitation.


The closing date for this solicitation is MONDAY, AUGUST 19, 2019, 1:00 PM (DST).
