The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland intends to award a delivery order for a Foreign Military Sales requirement for the Country of Kuwait under N00019-16-G-0005 to General Electric (CAGE 99207) of 1000 Western Ave., Lynn, Massachusetts 01905-2655 for the procurement of non-recurring engineering (NRE) logistics support capability for Kuwait F414-GE-400 engines while they undergo CONUS flight testing and CONUS pilot training operations in 2019 and 2020. These logistics tasks include the following: engine logistics planning; engine repair and maintenance; engine spares and support equipment modeling; engine supply support; risk management; site surveys support; provisioning conferences support; logistics meetings support; packaging, handling, storage, and transportation; tracking of long lead engine spares; program security; warehousing and management; flight test engine logistics support; continental U.S. pilot training engine logistics support; engine field service representative support; engine logistics documentation; tracking of shipments; and planning for engine logistics support in Kuwait.


This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."  General Electric is the sole designer, developer, manufacturer, and integrator of the F414-GE-400 aircraft engine and is the only source with the knowledge, technical expertise, facilities, and qualified personnel to accomplish this task.

This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition.


A determination by the Government not to compete the intended requirement, based upon responses to this notice, is solely within the discretion of the Government.
