This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number is AG-02RC-S-17-0118 and is issued as a Request for Quotation (RFQ). This is a 100% Small Business Set-Aside with an associated NAICS code of 115310. The small business size standard is $7.5 million dollars average annual receipts for the preceding three fiscal years. This solicitation is for a Performance Base, Firm Fixed Price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.


DESCRIPTION: The intent of this solicitation is to obtain quotes for hand pre-commercial tree thinning, pruning and stand improvement activities for the Kootenai National Forest, Rexford and Fortine Ranger Districts, Lincoln County, MT. The Performance Base, Firm Fixed Price services covered in this solicitation and resultant contract require the contractor to reduce the tree density and, by the deliberate selection of leave trees, improve the overall health and condition of the stand based on the prescribed objectives. Tree selection and cutting of undesirable or excess trees will provide space for the leave trees to grow and develop, reduce the incidence of insect and diseases that affect growth and undesirable tree qualities. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies and incidentals to perform all work necessary on the areas specified. All aspects of the work program shall be performed in an organized, systematic manner to assure services will be performed over the entire unit.


LOCATION: The administrative office for this project is located on the Kootenai National Forest, specifically the Rexford and Fortine Ranger Districts, Eureka, MT 59917. The administrative office for this project is located in Eureka, Montana at the Rexford Ranger Station. To reach the station, travel north from Libby, Montana along MT State Highway 37 to Eureka, Montana. At the intersection of Highway 37 and Highway 93, turn right. The office is located approximately ½ mile south on the right side of the highway as you are entering the community of Eureka. Refer to project specific maps for more details.


DATES: The period of performance is from the date of Notice to Proceed to June 14, 2018. Estimated start date: June 15, 2017 or earlier as field conditions permit.


EVALUATION FACTORS: The Government may award one or multiple contract(s) resulting from this solicitation to the responsible quoter(s) whose quote conforming to the solicitation will be the best value to the Government: price, past performance, experience and other factors will be evaluated. Contractors may choose not to quote on all Items, however quotes will be considered incomplete when all sub-items under a particular Item are not quoted upon with complete pricing, and will not be considered for award.


The Experience Questionnaire or different format if used addressing all areas of the Experience Questionnaire will be used as part of this evaluation.
