This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-02RC-S-17-0013 and is issued as a Request for Quotation (RFQ). This is a 100% Small Business Set-Aside with an associated NAICS code of 115310. The small business size standard is $7.5 million dollars average annual receipts for the preceding three fiscal years. This solicitation is for a Firm Fixed Price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.
DESCRIPTION: The intent of this solicitation is to obtain quotes for the Libby Blading services on the Kootenai National Forests, Libby Ranger District, Lincoln County, Montana. The Firm Fixed Price services covered in this solicitation and resultant contract require the contractor to perform road maintenance blading that will result in the proper mix of aggregates and fines to maintain aggregates on the road way, the elimination of ruts and chuckholes, maintenance and functionality of ditch lines and water diversion structures, and removal of rocks, limbs and other debris from the road prism. The services covered in this contract include the furnishing of all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform road maintenance blading on roads specified herein, in compliance with the terms, specifications, conditions, and provisions of this solicitation. LOCATION: The work sites are located on the Libby Ranger District of the Kootenai National Forest; all of the project roads are within 2 hours or 70 miles of Libby, MT. Refer to project specific maps for more details.
DATES: The Period of Performance is estimated from May 1, 2017 to September 31, 2017. May start earlier as based on road and weather conditions.
EVALUATION FACTORS: Award will be made by Item. The Government reserves its right to award one or more contracts as a result of this Request for Quote. Award may be made to the Quoter(s) whose quote, as determined by the Contracting Officer, provides the best value to the Government, considering but not limited to, such factors as price, past performance, and capability to accomplish this type of work. The Experience Questionnaire or different format if used addressing all areas of the Experience Questionnaire will be used as part of this evaluation.
