THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs (VA), Network Contracting Office 23 (NCO23) intends to issue an Invitation For Bid (IFB) to award a single, firm fixed-price contract to provide all labor, materials, equipment, necessary to complete work at the Fargo VA Health Care System on construction project 437-17-102, Install Instrument Air and RO Water in SPS in accordance with the Scope of Work, the contract documents, NFPA, local building codes, and other applicable requirements.

The project shall include, but shall not be limited to: demolition, new construction, plumbing, mechanical (HVAC), sprinklers/fire protection, electrical (lighting, power, systems, etc.) and other work as required by the contract documents. This project installs instrument air compressors in a mechanical room and installs lines from this equipment to indicated locations within the SPS space. This project also extends and modifies the existing RO water system in the basement and runs lines from the RO water system to noted locations within the SPS space.

Work includes minor demolition, new construction of walls, ceilings, roofs and floors, general construction, mechanical, electrical and plumbing work, controls, telecom and certain other items to create a complete and usable space. The anticipated Period of Performance is 270 calendar days for the Base Bid from the receipt of the Notice to Proceed (NTP).

The applicable NAICS Code under this acquisition is 236220 - Commercial and Institutional Building Construction and a $36.5 Million small business size standard. In accordance with VAAR 836.204(f), the magnitude of construction cost range for this project is between $100,000 and $250,000. A bid bond will be required for this project and contractors will be required to have the capability of obtaining bonds for any projects that they submit an offer on.

The solicitation and construction documents will be available at (http://www.fbo.gov) at a later date that is still being determined. Any amendments to the solicitation will be posted at (http://www.fbo.gov). All parties must obtain amendments to the solicitation through this web site. Hard copies will not be mailed. Interested parties must go to the web site to be entered on the Interested Vendors List and/or to obtain copies of the Interested Vendors List. No questions will be addressed until the after the closing date for questions/clarifications/inquires as listed in the solicitation. The date, time, and location of the Pre-Bid Site-Visit will be announced upon solicitation issuance.

This solicitation will be issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Section 502 and 503, as a set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. Bidders must be able to represent to the Contracting Officer that it is SDVOSB eligible under VAAR 819.70, a small business concern under the NAICS Code assigned to this acquisition, and listed as a verified SDVOSB in VIP database at (http://www.vetbiz.gov/) at time of bid and award.

Contractors must be registered in the System for Award Management (SAM). Lack of registration in the System Award Management (SAM) database (www.sam.gov) will make a vendor ineligible for award. https://www.sam.gov/
