Klahowya Campground Water System Improvements. The Olympic National Forest intends to acquire by contract improvements to the Klahowya Campground water system. First phase of the project includes: development of a new well groundwater source; demolition of existing vault toilet; abandonment of existing groundwater well and wood stave tank; and installation of a CXT vault toilet facility and roof. If the new well development is successful, the second phase of the project is: construction of water main line and appurtenances including associated site work; and removal of existing water faucets, valves, standpipes, and abandonment of existing water mains.

Phase One performance period is from June 1, 2017, to September 11, 2017. Campground will be open to the public.


Phase Two performance period is from September 11, 2017, to December 31, 2017. Campground will be closed to the public after September 11, 2017.


Associated site work includes clearing, grubbing, removal of obstructions, excavation, trenching, filling, grading, and restoration/cleanup. All debris created by this project shall be disposed of off National Forest Land, in accordance with State and local requirements for solid waste disposal.


This project is located at the Klahowya Campground on the Pacific Ranger District of the Olympic National Forest, W Section 27 and E Section 28, Township 30 North, Range 11 West, in/near Forks, Washington. Klahowya Campground is on the North side of Hwy 101, 20 miles East of Forks.

The Forest Service will proceed to issue a solicitation as a Request for Proposals (RFP) on or about APR 17, 2017. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose quote, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Offers will be evaluated based upon: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR).


The government estimated value is between $500,000 and $1.0 million.


A bid bond is required. Performance and payment bonds are required for this project. Construction Wage Rates (former known as Davis-Bacon wage rates) apply to any resulting contract. The proposed contract-type is firm-fixed price.


All responsible sources may submit an offer which will be considered by the government. Prospective contractor must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
