SOURCES SOUGHT SYNOPSIS
KITCHEN HOOD SERVICE

The Mission and Installation Contracting Command (MICC) - Fort Hood Texas is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for KITCHEN HOOD SERVICE in support of the Directorate of Public Works (DPW) at Fort Hood, Texas . The intention is to procure these services on a competitive basis


This is a Sources Sought Notice ONLY. . BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Be advised that the U.S. Government will not be able to set aside this requirement if two (2) or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8 (a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.


Historically this requirement was a 100% small business set aside contract. Kitchen Hood service was previously awarded in 2015 under contract W91151-15-D-0005. Further detail is provided in the draft Performance Work Statement (PWS) and Technical Exhibits attached to this announcement (Attachment 1).

If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE) at the Federal Business Opportunity (FedBizOpps) website. It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.


ELIGIBILITY


The applicable NAICS code(s) for this requirement is: 561720 - Janitorial Services with a Small Business Standard Size of $19.5 M and the Product Service Code of 7349. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.


This documentation must address at a minimum the following items:


1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.


2. Identify whether your firm is interested in competing for this requirement as a prime contractor or subcontractor. Identify subcontracting, joint ventures or teaming arrangements that will be pursued, if any.


3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a Government determination of how to properly set aside this requirement (i.e.-small business socioeconomic categories, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns etc).


4. What type of work has your company performed in the past in support of the same or similar requirement?


5. Can or has your company managed a task of this nature? If so, please provide details.


6. Can or has your company managed a team of subcontractors before? If so, provide details.


7. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described in this PBSOW for the base period as well as the option periods.


The estimated period of performance is to be determined at a later date. Specifics regarding the number of option periods will be provided in the solicitation.


Interested parties are requested to submit their capability statements of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. Responses are due in this office no later than 5:00 p.m. CST, on 25 October 2019.
