This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included with this notice. This announcement constitutes the only solicitation. Proposals are being requested and a hard copy of the solicitation will not be issued. A copy of the complete solicitation package is attached. This Request for Quotes incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2019-01 effective 01-22-2019.

The U.S. Department of Agriculture, Rural Development (RD) intends to award one Indefinite Delivery Indefinite Quantity contract to assist in the fulfillment of the Kentucky RD's requirement to implement Project and Organizational Change Management. The goal is to organizationally realign the staff to obtain maximum utilization of staff skills with a focus on quality, timeliness, and superior customer service. The given priorities are to streamline the program delivery process through realignment of staff responsibilities utilizing the application of project management tools and techniques. Performance requirements and standards can be found in Attachment 1, Performance Work Statement.


The contract will go through September 30, 2019 with an option to extend services for an additional six (6) months.


Please refer to FAR 52.212-1, Instruction to Offerors - Commercial Items, beginning on page 21 of the solicitation, for instructions for preparation and submission of your proposal.


The Government will evaluate the proposals in accordance with FAR 52.212-2, Evaluation - Commercial Items, beginning on page 25 of the solicitation.

Offerors must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through at https://www.sam.gov/SAM/. Registration in SAM is free. If you need help with your registration, please contact the Procurement Technical Assistance Center (PTAC). The Procurement Technical Assistance Program was authorized by Congress in 1985 to expand the number of small businesses capable of participating in Government contracts. They will assist you with your registration for no cost. The PTAC website is http://www.aptac-us.org/contracting-assistance/.

This acquisition is a Total Small Businesses Set-Aside. The North American Industry Classification System (NAICS) Code is 541611 with a small business size standard of $15.0M. This size represents the previous three years revenue as defined at this Small Business Administration page: http://www.sba.gov/content/table-small-business-size-standards. Your firm plus all affiliates must have a total average revenue at or below this size. This NAICS code must be included in your SAM registration with a code of "Y", regardless of other codes you include in your registration.


Submit signed and dated offers by 12:00 p.m. ET on March 15, 2019 to marsha.harris@usda.gov. Offers submitted in hard copy or by fax will not be accepted. It is the offeror's responsibility to verify that the proposal is received on time. All proposal files must use the following naming convention: 12RADZ19Q0001 + Offeror Name + Document Name.filetype.


Prospective Offerors should submit any questions regarding this solicitation by e-mail to marsha.harris@mt.usda.gov no later than 2:00pm, Eastern Time, March 4, 2019. Questions received after that date may not be answered prior to the date established for the receipt of proposals.


The Contracting Officer will return a signed contract via email to accepted offeror. Those not accepted will be notified by email.
