EH currently has 30000-35000 paper facility files which contain approximately 500,000 documents. EH also manually manages numerous forms and requests for information, all of which are paper documents. The initial purpose of the DMS is to scan the paper facility files into a DMS. The time scope for completing the existing document scanning is approximately 2 years.
The intent of this project is as follows:
1. To have an 'on site' scanner(s) with DMS software that would allow EH personnel to scan existing facility files into the DMS. The DMS would then index the scanned documents based on criteria set by EH, most likely by property parcel id and/or property address.
2. To have the DMS manage and/or generate computer based document 'work flow' (automated document distribution and management) within EH for new documents. Document workflow would be performed either locally or by remotely connected clients.
3. To have the DMS integrate with other EH applications, whether by 'screen scrubbing' (gathering data from the screens of other applications) or by direct file or database integration.
4. To have the Eforms functionality within the DMS. The Eforms generated documents would be used for 2 general purposes. The first is 'internal only' document origination/management performed by EH staff. The second would be Eforms that would be accessible and completed by the general public via the Internet, such as application requests for new permits. EH currently accepts credit card payment for public document requests or applications and would likely continue to do so with publicly available Eforms application forms.
5. Conversion and delivery of approximately 40000 microfiche images currently stored on 4" x 6" jacketed microfiche to computer graphic image files (TIFF or JPG).
