INU TEQ, LLC has a requirement for an Electrical refurbishment of recent on-site evaluation for repair on the Kineto Tracking Mount (KTM) System located at NASA Armstrong Flight Research Center.

INU TEQ intends to procure this evaluation from L3 Brashear, 615 Epsilon Drive, Pittsburgh, Pennsylvania 15238 through a Sole Source.


This on-site evaluation is to determine operational status of two (2) KTM's. The KTM's were custom manufactured by L3 Brashear. The documentation and drawings are proprietary to L3 Brashear.


Any third party would have to obtain proprietary documentation and drawings from Brashear in order to perform the required evaluation. This would extend the time frame for needed evaluations and increase costs to the government.


The Government does not intend to acquire a commercial item using FAR Part 12.


Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on October 24, 2019.


Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.


Oral communications are not acceptable in response to this notice.


All responsible sources may submit an offer which shall be considered by the agency.
