Notice of Contract Action (NOCA)

 

Subject: KC-46A Portable Flight Planning System (PFPS) and Tanker Airlift Special Mission (TASM) Mission Planning System (MPS).

 

Closing Response Date: 05 July 2017

 

Synopsis: The US Air Force Life Cycle Management Center (AFLCMC), Contracting Division for The Mission Planning Branch, Battle Management Directorate (AFLCMC/HBMK), intends to award a sole-source contract to JACOBS Engineering for continued development and sustainment of PFPS and TASM. JACOBS will provide continued development and testing for PFPS Aircraft/Weapons/Electronics (AWE) supporting the KC-46A. They will also provide maintenance and sustainment, to include mandated software development and testing activities, executed to support fielded operational AMC mission planning systems for TASM. The platforms currently supported by TASM are: C-17, C-130J, C-130 SCNS, C-5, C-5M, KC-10 CNS/ATM, and KC-135.

 

This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); the Air Force does not intend to award a contract on the basis of this notice. Although "proposal" and "offeror" are used in this notice of contract action, responses will be treated as information only.  It shall not be used as a proposal, nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.

We anticipate a sole source contract action under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii). This contract will be awarded under "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."  There is currently only one responsible source and no other type of supplies or services that will satisfy Air Force (AF) requirements without substantial duplication of cost not expected to be recovered through competition and unacceptable schedule delays in fulfilling AF requirements. A Justification and Approval for proceeding with this acquisition under Other Than Full and Open Competition will be posted within 14 days of any contract award.
 

An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.  Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.  In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
