USAID/Guatemala will continue to build on the successes achieved under the existing project, specifically in improving the effectiveness and efficiency of the justice sector through specialized investigation of crime; expanding and strengthening the High Impact Courts and 24-hr. Courts; improving the efficiency of administrative and financial processes in the justice sector; and promoting essential judicial reform. Efforts must also support improved justice sector services outside the capital, thus improving access to justice for all Guatemalans.

USAID strongly promotes partnerships with the private sector on development issues including anti-corruption. The contractor is encouraged to seek private sector interest in supporting any of the areas under this SOW, especially given recent private sector remarks in enhancing rule of law in Guatemala. Additionally, throughout implementation partnerships with private sector, other donors and civil society are encouraged, through the use of grants under contracts

The contractor must work towards the following four objectives:

Objective 1: Improve the Public Ministry's ability to adequately investigate and prosecute criminal cases.

Objective 2: Improve effectiveness and coordination of the justice system.

Objective 3: Increase transparency to improve effectiveness and legitimacy of the justice system.

Objective 4: Support Judicial reform and oversight to strengthen rule of law.
