The Centers for Disease Control and Prevention intends to award a sole source firm fixed-price purchase order to Elsevier Inc. at 230 Park Ave Flr 8, New York, NY 10169-0005 to develop a special supplement of the Journal of Adolescent Health that will highlight DASH-recommended school-based approaches to HIV/STD prevention among middle and high school students.

Elsevier is the only publisher that can develop and publish the Journal of Adolescent Health, given that it is the exclusive publisher of that specific journal. DASH wanted to produce a supplement of Journal of Adolescent Health because it is a premier scientific journal in adolescent health, with a multidisciplinary audience inclusive of public health and education professionals as well has health care providers. It is specifically committed to improving the health and well-being of adolescents. It is a top-ranked journal in pediatrics; public, environmental, and occupational health; and developmental psychology according to Journal Citation Reports 2018. It's impact factor is 3.957, indicative of it's extensive reach and influence. Elsevier is the exclusive publisher of Journal of Adolescent Health and the only vendor who is capable of publishing a JAH supplement. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement.


This notice of intent is not a request for competitive quotations; however, all responses received within fifteen (15) days of the issuance of this notice will be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
