The Defense Threat Reduction Agency (DTRA) is seeking information required for a final design and installation of reinforcement measures in support of DTRA's Weapons of Mass Destruction Proliferation Prevention Program (WMD-PPP) Jordan Border Security Project (JBSP). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

•1. 1. The contractor shall provide a final design and install reinforcement measures at the embankment at designated areas along the JBSP Phase 4 passive barrier fence, which is adjacent to the border that parallels the Yarmouk River in the Wadi Glade region.

•2. 2. The contractor shall ensure that its final design and implementation of the final design shall protect and maintain the fence and mitigate any meteorological or hydrological erosion which could undermine or compromise the structural integrity of the fence foundation.

•3.  3. The contractor shall design and construct these reinforcements so that they seamlessly abut and are flush with existing passive barrier fence foundation in the Wadi Glade AOR without leaving any exploitable gaps, weaknesses, or locations for water to infiltrate.

•4.  4. The contractor shall install curbstone, grade the roadway towards the drainage ditch, and pave roadway of entire area.

•5.  5. The contractor must have a current Jordan Armed Forces (JAF)-issued security clearance.

•6.   6.The contractor must communicate and work directly with appropriate contacts with he JAF and coordinate with local suppliers and vendors.

•7.    7. The contractor must have specific knowledge of geological, hydrological, and meteorological conditions in the Wadi Glade Area of Responsibility (AOR).

•8.    8. The contractor's program manager must reside full time from Jordan, unless otherwise instructed by DTRA.

•9.    9. The contractor's construction manager must be available for review of the work onsite daily, unless otherwise instructed by DTRA.

10. The contractor's key personnel must be fluent in both English and Arabic.


Interested parties have 15 calendar days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 calendar days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement is solely within the discretion of the Government.
