Sources Sought Synopsis

Joint STARS System Improvement Program (JSSIP) IV


PURPOSE/DESCRIPTION:
The Joint STARS Program Office is surveying the market to determine those sources qualified to perform work under this effort.  The contract is expected to include E-8C Access to Joint Worldwide Intelligence Communications System (JWICS), Avionics Diminishing Manufacturing Systems (DMS), Primary Mission Equipment (PME-DMS), Sensor and Electronics Systems (SES) Beyond Line of Sight (BLOS), Windows 10 Upgrade, Integrated Broadcast Service (IBS) Modernization, SATURN, Wideband Satellite Communications (SATCOM), CC Refresh, Link 16 Mod, and Crypto Modernization plus additional efforts.  The contract will include provisions for technical upgrades of the E-8C aircraft and associated Training Systems requiring expertise in systems engineering, design, development, manufacturing, platform integration and installation, test and demonstrations, production and retrofit, engineering change proposals, documentation, Time Compliance Technical Orders (TCTO) logistics support and sustainment planning, simulations of solutions, initial operator and maintenance training, warranties, and other improvement type efforts. 
In addition, the contract will include Engineering Service Tasks (ESTs) for analysis, studies, systems engineering, planning, prototyping, qualification/test, training, flight-test infrastructure for proposed upgrades and improvements, and proprietary data including but not limited to structural/component data, drawings, qualification data, and analysis techniques as required to adequately maintain operational, safety, suitability, and effectiveness (OSS&E) for the JSTARS platform.
