Joint Helmet Mounted Cueing Systems (JHMCS) Night Vision Cueing and Display (NVCD)
Naval Air Systems Command (NAVAIR) intends to negotiate a sole source, firm fixed priced contract with Rockwell Collins-ESA Vision Systems LLC (RCEVS) of Fort Worth Texas for the procurement of Night Vision Cueing and Display (NVCD) Systems, which are fully compatible with the F/A-18 A++/C/D/E/F & EA-18G Joint Helmet Mounted Cueing Systems (JHMCS). This contract is expected to also include NVCD associated support equipment, spares, interim repairs, non-recurring engineering, logistics support, technical data, and programmatic support for a base year and two option years.
As the designer, developer, and OEM for the NVCD, RCEVS is the only company that has the ability, resources, technology, and documentation necessary to perform the required support. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This synopsis is published for information purposes only. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
