The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office announces a Sources Sought Notice to identify the availability of potential business sources capable of providing services to the Joint Staff J7 (JS/J7) Future Joint Force Development (FJFD), Joint Concepts Division in support of the Joint Concepts Program (JCP). The JCP program requires highly specialized knowledge and recognized expertise in futures trends, military implications of innovation and technologies, long term strategies, with an expert ability to communicate, orally and in writing, with very senior Department of Defense (DoD) members; anti-access/area denial challenges, strategies, and operations with an expert ability to present, both orally and in writing at CJCS level, an assessment of the future military implications, capability requirements, as well as, an in-depth understanding of strategic guidance and Combatant Command associated warplans; and future joint concept strategies, development, identification of required capabilities that enhance the Joint Forcebs future operational effectiveness, articulated (at an expert level communicating orally and in writing for very senior DoD members) new approaches to operational challenges based on evaluation, analysis, and assessment.
This expertise will support the JCP in developing futures strategies, anti-access/area denial strategies, joint concept development strategies, and joint concept implementation activities to provide support to key missions of: studying the future operating environment and identifying the associated military implications for the joint force; developing and evaluating new joint concepts; and assessing/implementing approved joint concepts.

The issuance of a firm-fixed-price (FFP) type contract with a one-year base and four (4) one-year option periods is anticipated, with a projected support start date of 01 February 2019. The applicable North American Industrial Classification System (NAICS) code for this acquisition is 541990.
A small-business set aside is anticipated, with the requirement that contractors be located in the Hampton Roads, Virginia area because of work on-site due to the requisite TOP SECRET/SCI classification of the work.

Contractors may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all inquiries received until the closing date of publication of this synopsis. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received.

The submission should include the following information:
1.
Company name, address, and point of contact with corresponding phone number and e-mail address
2. DUNS number, Cage Code, business size and classification
3. Provide NAICS code if different than 541990.
4. Capability statement displaying the contractorbs ability to provide the services to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last five (5) years. This relevant past performance information should identify the applicable contract number; total contract dollar amount; capacity performed (Prime or Sub); contract period of performance; description of the relevant services provided AND the relevancy of the services to the proposed ITSS requirement; and a customer point of contact with corresponding telephone number and e-mail address (up to two references).
