Synopsis for Solicitation 140R1020R0003:

The Bureau of Reclamation (BOR), Pacific Northwest Region, John W. Keys III Pumping Plant at Grand Coulee Dam, adjacent to the Cities of Grand Coulee and Coulee Dam, Washington, approximately 90 miles west of Spokane, Washington, in Grant and Okanogan Counties, has a need for construction services for the Pump-Generating Plant Discharge Tube Coating-Lining Rehabilitation. This requirement will include:

The Grand Coulee Pump-Generating Plant contains twelve pumps that lift water from the Columbia River up the hillside through discharge tubes to a canal that flows into Banks Lake, which provides irrigation water to over 670,000 acres in the Columbia Basin Project. Six of the pumps can then be reversed to generate hydroelectric when demand exists. Work will be composed of the following:

1.    Complete lining removal and replacement (re-lining) of the discharge tube interior upper slope sections for Pump-Generating (PG) units PG7-PG12.

2.    Repacking of expansion joints on upper slopes for PG7-PG12.
    a. Includes:
    1) Disassembly and testing of expansion joints for asbestos.
    2) Disposal of existing joint material.
    3) Installation of New expansion joint material.

3.    Complete removal and replacement (re-coating) of the upper slope discharge tube exteriors for PG7-PG12, including non-skid coating on pipe crown.

4.    Complete removal and replacement (re-coating) of the discharge tube exteriors inside pumping plant for Pump (P) units P1-P6 and PG7-PG12.

5.    Complete removal and replacement (re-lining) for the lower slope and bottom portions discharge tubes of P1-P6 and PG7-PG12.

6.    Complete removal and replacement (re-lining) of the spiral cases of P1-P6 and PG7-PG12 including cavitation and corrosion repairs as necessary.

7.    Complete removal and replacement (re-lining) of the draft/suction tubes for P1-P6 and PG7-PG12.

8.    Complete removal and replacement (re-lining) of embedded small diameter piping systems: Bypass piping, air vent piping, draft tube unwatering line, discharge tube unwatering line for P1-P6 and PG7-PG12.

9.    P1-P6 and PG7-PG12: Replacement of exposed discharge tube unwatering line bSb sections and elbows in plant.


It is expected the period of performance (POP) will be 56 months. The North American Industry Classification System (NAICS) code associated with this project is 237110. The small business size standard applicable to this project is $39.5 million in gross annual receipts averaged over the previous three 1-year accounting periods. The order of magnitude for this project is between $25,000,000 and $50,000,000. This procurement is limited to small business concerns.
